Th~ Judge of the Bustings Court is in need
of a private office in ~rder that the jury room now being used as a private office can he released for jury roam
purposes and additional toilet .facilii ies should be provided for the court room. - ' r
· ~ It is essential that additional Space be proVided for the C~ty Aud~to~

and Juvenile and Domestic R~lations C0~ Division 'of BuildinE~ a~i~ Grounds and Olive ~rancn uem ~ery
The City has recently acq~ired a metal building 30 by 60 feet in size, .
fram the Continental Oil Company in connecti?n with the acq~t.~on ?f.the ~_.lton Ave._~byP~_s_.rmF~t.of
building will have to be moved to a new location asd I rec~mme~/~l t~t ~he ~umldzng he moves to zne u±mve
Ceme~e:ry to be used as a storage r~om, shop and maintenance building.
I rmcommmed that lots 26 t~ 33 inclusive located on the north side of
Grace Street, adjacent to the cemetery wall be purchased and a suitable building approximately 65 by 115 feet be~
constructed on the lots, to be used hy the Bureau of Buildings and Grounds for s~ora~e, work shop and office
space and that the remainder ef the ~lot be fenced and u~ed for storage purposes. TI~ lots world he an area 65
by 195 feet. The second floor space to be used by the Department of P~blic ~orks for
all of its bureaus including Buildings and Plumbing inspection and that the ground-floor that iS now being used
by the Bureau of Buildings and Grounds be used by the Planning Commission~ Planni~ Director and his staff and thc
the off~ces now used by the Veterans Bureau be used by the License Bureau and that the office new used by the
Civil Service Commission c~ntinue in use as well as the space used by the parking meter in, pester and the City
Registrar o
This will require that the Probation offices for the Counties and the Cir-
cuit court of ~ City of Portsmouth be relocated elsewhere as w~I1 as the Veterans Bureau and the Girl Scouts.
At the present time the City r~ceives $6.6.00 mon, thly fr~m Norfolk and PrinCess Anne Counties and we are supp~d
to be con~ ributinc a like amou~ut by furnishing the office SP~ceo This Would require the City to pay one-third
of the cost of whatever space w~ leased for the Probation Officers. ~e receive no revenue from the office used
by the Girl Scouts or the Weterans Bureau.
By moving the License B~reau to the new location the offices l~esently used
by the Bureau c~nld be used ~o relieve the congestion at the Civil and Police and Juvenmle and Domestmc Eelatm<rns
Courts.
B~ moving Eke Department .o~ Public ~orks a~ School Administration offices
from the City Hall Annex to a ]~W' l~c~ati~n 'the City Auditor, !marchas~ng Agent~ Hustings Court and Commissioner
of Revenue cauld utilize t~e -spA~e vacate~ in the City annex Which Would enable us to provide enough space to
take care of the Departments at the pre~ent time. I am confident tl~at if the City is successful in its an~exa
ti~n'~ case, it will be necessa~ry ~o separate the Civil and l~olice Court and Juvenile and Domestic Relations Court
at which time it is mere th~ likely that a new location will have to b~ secured for the ~venite and Domestic
P~lations Court.
