<br /> 55-173 - Motion of Mr, HoWard to sus,~e~d the rules to hear from A.L. C~, represent-~
<br />ing the Steering Comml tree of the Tidewater Committee for Electric Users,

<br /> Mr. Cherry spoke toques%lng the City Council to take whatever steps it deemed necessary
<br />and proper:~to bring the p~esent electric situation into conformity with the best interests of the citizens of
<br />Portsmouth and of the nera~ public in the Tidewater area, ir~luding the appointment of an individuaI~
<br />tee or the Tidewater ~m~ttee for Electric Users~ or a combination thereof, to administer
<br />half of the City CoUncil. this program on be--
<br />
<br /> Motiau of Mr. Howard to take this matter under c~ideTation and refer to a conference
<br />of the Council, was adopted.

<br />The following reports from the City M~nagerwere read:

<br /> 55-174 - "I submit the reports on engi~m~ir~study of 'the Wa%er Distribution System
<br />1954 by the Pitometer Associates Inc. of New Y~rk and the Project Planning report of the $~ed reservoir,
<br />Nau~emond County near Suffolk, prepared by Causeya~d Weeks, Engineers, Norfolk, Va., also Spei~hts Run Dam.
<br /> There are speciflc re~cmmmend~tions in the Pitometer Amsodates report, some of which
<br />have already been carried out such as cleaning a~ liming c~rtainwatermains. Our r~c~mmen~atien~ wiI~ be sub-
<br />mitted in a specific form for carrying out the rscemmendations in the Pitometer report at s later date. Also we
<br />will at a later time submit a recommendation on the Causey ar~ ~eeks report ~m the 9reposed reservoir."

<br /> Motion of Mr. Hawks that the CiDy Council be furnished a copy of the report and that the
<br />City ~ansger bring in a recommendation of the work to be dane, the order in which it is to be accomplished and
<br />the cost thereof, was adopted.
<br />
<br /> 55-I75 - "I submit the attached letter from X. D. Murden. concerning the purchase of
<br />two lots at the Water Plant i~ Suffolk, at a cost'of $750.00 and -I con. ur in his recommendation." --
<br />
<br /> Motion of Mr.' Hawks that the City Man,get-be authorized to purchase the lots, was adopters.
<br />
<br /> 55-176 "I ~m submitting the attached copy of a Ietter written by me ~o Stafford
<br />Campbell, Assistant to Vice President of the Nestle Company, Vfhite Plains, New York, and Mr. Campbell's reply.
<br /> Since this mater 'involves a considerable expenditure on the part of the
<br />City and 'since trw ill be necessary ~o reserve the matter byan agreement or conEract in ~he future, I desire
<br />that ~he ~ouncil consider this matter and advise m~ what action,if any, the Cmuncil would be willing to take
<br />in connection with am agreement ~orwater for this manufacturing plamt."

<br /> Motions2 Mr. Howard that the City Manager be authorized to proceed to work out an
<br />agreement with the Ne~tle Ce~pany, subject to fin~ a~pr~Val of the City Council, was adopted.
