Minutes e£ regular meeting held on August 23rd were read and approved. 55-215 - "Your Library ~emmittee reports as follows: The Bank of Virginia building located en High St. was given due consideration aa te rental and te the purchase .and it was determined that it would not be economical: for the City to either rent er purchase the building. Your Co~mnittee recommends that a joint meeting with the~Library Beard and Library Committee should he held at an early date at which tine the requirements and location of a new library building should be considered. We recommend that the City of Portsmouth provide a suitable building for s library. Respectfully submitted, R. E. Hawks E. Rehi~ Sturtevant." the ~eporT ef the Committee, was adopted. Motion Nv. Wilson to approve ~-21~ - "Your committee appointed to irmestigate the question ~ location e£ land to be used a 9ogre cemetery and park purposes, reports as fellows: We ha~e eE~ all ~f the parcels ~f land submitted to the Council by the Planning Commission and also the land submitted in ~he form efa letter from Mr. Preedy. We rec~mmen~ that if the ~ity Council determined that it is to the best interests ef the City te acquire land for the above purpose, that the Preedy Farm, consisting o~ al.01 acres, be considered as the best location ~f all properties investigated. Bilisely ~o approve the reporm and refer te the City Manager to deter- mine the availability ~f this land for cemetery purposes, was adopted. ~=220 - The'foilewing letter from the Electoral Board was read: "In connection with a letter from the Portsmouth Electoral Board ~e Ye~, _~t~ August 9th, 19~, and as a result of Codncil action ~n August 2S, 19~, tho Electoral Bear~ of the City of Portsmouth has the following recommendations te make, ¢~ncerning the dividing of ~ertain wards in the City. These recommendations are made ~a~ a resul~ ef Study on the par= ef the 6~neral ReEi~trar and'the Electoral Beard, and of meetings with the Councilmen compesin~ the committee appointed by the May~r. WASHINGTON WARD: The Electoral Beard recommends that the present exterior boundaries e~ the ward remain unchanged. The Beard further re6emmends that the Ward he divided into two precincts, with the pre- cincts to be separated by a line as ~ollews: beginning at a point in the center o£ ~stern Branch ~ead, at its in- tersection with the Belt Line Railroad tracks, and proceeding up the center of Western Branch goad in a northwest- erly direction, to a point in the center ef the intersection of Western Eranch Road and Broad St; thence in a nor- therly direction up the center o£ Bread St. te the Elizabeth River. All that portion of the Ward lying to the west of this line~is to be known as the First Precinct of.Washington ~ard, and al~ that portion lying ~o the eaa~ is te be known as the Second Precinct o~ Washington Ward. The voting ptac~ for 'the First Precinct is to ~ the Bread St. Fire Station, and the voting place for the Second Precinct is to ~ethe Port Norfolk ache61 on Maryland Avenue. T~LER WARD; The Electoral Board recommends that the present exterior boundaries e£ Tyler Ward remain unchanged. The Be~r~ further recommends ths~ the Ward be divi~ded into two precincts with the precincts separ- ated by a line as follows: Beg~ing at a point i~ thecenter of Hart£ord St., at its intersection with Hamilton Avenue, and proceedin~ along the center ef Hartford St., in a wester%y and s~uthw~sterly~directien t~ the junction of Hartford St. and Locust Way; thence ale~ the center ef Locust Way in a southeasterly and southerly directinn t~ the intersection of Locust Why and Coup%ry./Road; thence in a northwesterly direction along the center of County Road te its junction with Western Branch Boulevard, and thence in a northwesterly direction along the center ef Western Branch Boulevard, to tko Norfolk County line. All that section of the ~ard 1}ul~g to the north and west of this line is ~o he known as the First Precinct of Tyler Ward, and ~all of that por~ien e£ the Ward lying ~o the ease, south and seuthwesm of the line is te be known as ~he Second Precinct ef Tyler Ward . The voting place for the First Precinct of Tyler Ward shall he the John Ty!~r School, and the voting place for the Second Precinct of Tyler ~ard shall be th~ Woodrow Wilson High School° WILSON WARD: The Electoral Board recommends that the exterior boundaries ef Wilson Ward~ remain unchanged. It further recommends that the Ward be re-divided into two new Precincts to be- separated by a line as follows: Beginning at a point in the center of Airline Boulevard at its junction with High Street, and preceeding in a southwesterly direction down the center ef irline Boulevard to its intersection with Airline Turnpike, Old Suffolk Road and the New Suffolk Road (Eente SS); thence southwest along the center of New Suffolk Read (Route ~S) to the Norfolk County tin~. All that section e£ the ward lying ~o the northwest of this line is to be known as the First Precinct of Wilson Ward, and all that portion of the Ward Iyin~ to the southeast of the line is to be known as the Second Precinct of Wilson Ward. The voting place for the First precinct of Wilson Ward is te he the Westhaven School, and the voting place for the Second Precinct of Wilson Ward is te he the Grove Park Fire Station. The Electoral Beard believes that the abev~ recommendations will meet the require- ments of the Election Laws of Virginia, and are in the best interest ef the elec~ers in the respective wards." ~otion of Mr. Howard ~e approve the recommendation of the Electoral Board and that the following ordinance be placed on firs= reading, was adopted:
