<br />can not be revised or one or more projects be voided ~and another project be substituted therefor provided it is~
<br />the wish of the City Council to make such changeS. These various drainage projects have been taken from the sur ~
<br />veys and plans of. the Engineers employed by the .City to m~ke the survey and reports and we propose to construct~l
<br />the projects in accordance with the plans and specifications submitted by our Consulting Engineers.

<br /> PROJECT Nb~J~R t is the extension of the 42 inch concrete pipe west on Columbia Street to Louisa Street
<br />and thence into the swale or natural drain and to extend a 36 inch pipe across the lots purchased for the West-
<br />haven School for playground purposes in order to fill the iota and streets that will be closed to make the play-
<br />ground available. The total cost of the projects including the manholes and catch basins is estimated at
<br />$22,502.00. This project has already been approved by City council iud a portion of the cost of the 36 inch
<br />pipe will be borne by the schools and paid for from the Utility Tax FUnd since it is a part of the cost of the
<br />school project.
<br /> PROJECT NI3~BER 2. This project is to construct a pipe line in an existing ditch north from Co~mmerce St.,
<br />across Hartford St., to the creek behind Barlo~ Homes Housing Project. This ~ been m badly needed pro3ect due
<br />to the fact that it is a deep open ditch and it is hazardous from the standpoint of small children playing and
<br />adjacent to the ditch after heavy rains when the ditch is full of water.
<br /> This project sill require 2,948 feet of pipe ranging from 15 inches to 24 inches in
<br />diameter with the necessary catch basins and manholes for a complete job. The estimated cost of this projec~ is
<br />$26,565.40.
<br /> PROJECT NUMBER 3. This project consists of a portion of Surry Street; n~rth from Hartford tu Greenbrier
<br />Road,Craig Street, Surry to Lanier and Greenbrier Road and Surry to Albemarle, in accordance with the engzneers
<br />surve~ y plans.
<br /> This project requires 3,453 feet of concrete pipe ranging in size from 15 to 24 inches
<br />in diameter and the necessary catch basins and mahholes for a complete job. The estimated cost of this project
<br />is $25,462.60.
<br /> PROJECT NUNBER 4 includes Greenbrier Road, Montgomery td Warrick Street and Montgomery Street south from
<br />Greenbrier which requires 1,622 feet of pipe size 15 and 18 inch and the necessary manholes, catch basins, end
<br />walls, etc., at an estimated cost of $12,976.80.
<br /> PROJECT NUMBER 5 includes Orange Street, Shenandoah to Franklin Street and Shenandoah Street and will re~
<br />quire 2,?$~ feet of 15 and 18 inch cdncrete pipe with the necessary catch basins, manholes and'will require the
<br />removal of one existing catch basin at a total estimated cost of $19,885.20.
<br /> PROJECT NUMBER 6 includes Louisa Avenue, Duke Street to ~ Street,, Lancaster Street and Duke Street
<br />to South Street and will require 4,449 feet ee concrete pipe rangzng in size from 15 inch te 42 inch with the
<br />necessary catch basins, manholes and end walls at an estimated cost of $41,374.15.
<br /> PROJECT NUN~ER 7 incSudes Arlington Place, Louisa ~o Hanover and Hanover Street south from Arlington
<br />Place requiring a total o£ 1,558 feet of 15 to 18 inch concrete pipe with the necessary catch basins, manholes
<br />and the removal of existing 6atch basins not usable at an estimated cost of $11~691.00.
<br /> PROJECT~ 8 includes Augusta, Griffin and Cl~sterfield Streets to a creek requzring 2,100 feet of
<br />concrete pipe ranging in size from 15 to 24 inches with the necessary catch basins, and man3aoles at an estimate~
<br />cost of $15,941.00.
<br /> PROJECT NUNBER 9 consists of constructing a 4 foot by 6 foot reinforced concrete box culvert in the head-
<br />waters of Gander Creek from the west side of washington Street to the west side of Chestnut Street, a distance of
<br />1,455 lineal feet a~ an estimated cost of $69,390.00. Extend 42" pipe 800 feet to M~aple Ave., estimated coat -
<br />$14 ~ 400.00.
<br /> PROJECT NUMBER 10 Piedmont Avenue from Watts Avenue to Gospo~t ~oad, 500. feet 18' pipe, with two man-
<br />holes and two catch basins. Estimated cost - $3,400.00.

<br />HIGHWAYS AND STREETS
<br />City Park Bridge lo be constructed ca a 50-50 coat basis with Norfolk County, the City's share $60,000.00.
<br />
<br /> Approaches to the bridge within the City of Portsmouth, $10, 000.00, making a total of $?O,000.00 for the
<br />City Park Bridge.
<br />
<br /> H~milton Avenue ~o connect High Street wi~ the n~w Hamilton Aven~e by-pass, $39,095.00.
<br />
<br /> This includes the construction o£ the macadam pavement and 1,750 feet of storm pipe drains ranging in siz~
<br />from 18 to 24 inches with the necessary manholes and catch basins.
<br />
<br /> For matching funds for the completion of Hamilton Ave. by-pass and the George Washington Highway the
<br />S_Um of $140,905.00, making'a total of $250,000.00 for street and bridge improvements.
<br />
<br /> This makes an overall total of $500,000.00 for which I recommend bonds be issued and sold if Council
<br />approves the expenditures outlined above.
<br />
<br /> By re£erring te 'yo~r maps you will observe ~hat this is not all of the storm drainage 3aeeded within the
<br />City limits, but it 'will be a nucleous to the overall drainage needs. Som~ of ~hese projects are principally
<br />trunk lines to which laterals can be extended in the years ~o follow until the entire area has been properly
<br />drained. This does net include the storm drainage in connection with the construction of Hamilton Avenue by-
<br />pass at a cost in excess of $100,000.00."
