January loth, 1956. <br /> <br />At a regular meeting~of the City Council, held on January 10th, 1956, there were <br /> <br />Fred A Duke, B. W. Baker, Frank N. Bilisoly, Jr., R. E. Hawks, ~N.H0ward, <br />E. W. Lawrence, E. R. Sturtevant, I.G. Vass, City Manager, and~ R.O.BarcI~y, <br />City Attoraey. <br /> <br />Minutes of previous m~eting were read and apt~roved. <br /> <br />56-1 - The following letter from the Planning Commission was read: <br /> <br /> "By letter of December 28th, 1955, the Planning CoEmission was advised that several <br />reaching cases had been referred~ by Council bs~k te the Planning Commission fer reconsideration. At a regular <br />meeting on January 5, 1956~ the Planning Commission agsineeviewed the following application: <br /> <br /> J.H. Ivey to rezone proper~cy on the north side of Gospor~ Road, hegin0aing <br /> approximately 230 feet west of the western boundary of the Douglas Park~ <br /> property, fronting approximately 250 feet on Gosport Road by 356 feet hy <br /> ZOO fees by 507.09 feet. Application To rezone from 'C' Two-Family <br /> Dwellirig~district to 'F' Local Business District. <br /> After further consideration, tile Plana~ing Commission again reeommends approval of <br />the above application. Further consideration was also given to the applications of Les Barnes and A.K. Sheek.and <br />of T.F. Culpepper, which were also referred back. Action was deferred, until a later meeting." <br /> <br /> Motion of Mr. Baker to concur in the recommendation of the Planning Commission, in <br />approving the application of J. H. Ivey, was adopted. - <br /> <br /> 56-2 - Motion of ~r. Lawrence that the City-Clerk write the Library Board requesting the Boa <br />to submit to the Library Committee a second and third choice for a building site for the new library,was adopted. <br /> <br /> 56-3 - Motion of~ Mr. 8turtevant that the City purchase the Preedy Farm for S31~0~6.00, for a <br />cemetery site, if all obstacles are cleared before the property is bought, and, if found to be otherwise satisfac- <br /> <br /> The following reports from the City Manager were submitted: <br /> <br /> 56-4 - "I submit the annual budget of the Department of Public Welfare of Portsmouth, Va., for <br />the fiscal year ending June 30, 195~ and recommend that it be approved and that it be'incorporated in the general <br />budget and that the proper city authority sign the copies of said budget to he: forwarde$~o the Directo~of the <br />Depar~men~ of ~et[are ~uld Institutions, Richmond, Va." <br /> <br /> Motion of-Mr. Hawks to' refer.to a conference of-the Council on Tuesday, January iTth, <br />at 4:00 P.M., was adopted. <br /> <br /> 56-5 -- "I am presenting a map by the Departmen~ of Highways showing the required Right of Way <br />for widening George ~ashington Highway (Route 17) from its in%a~s~tion-~w~t~El~'A*e~ and Route 337 to the south~ <br />ern corporate limits of the' City at Paradise Creek. I:recommend that the Council. approve the Right of Way width <br />recommended by the Department of Highways." <br /> <br /> Motion of Mr. Hawks to concur in the recommendation:of~ the City Manager, was adopted. <br /> <br /> 56-6 - "I submit the attached trauscripz of bids requested by the Department of Highways Decemj <br />bet 21, 1955, for the construction of a bridge and approaches over Bathes Creek, and recommend that the Council <br />concur in the Depar~mSnt of Highways- awarding the coatract~to W.F.-Naga~n Corporation, who submitted the lowest <br />and best bid in the sum of $117,813.75." <br /> <br />Motion of-Mr. Baker ~o concur in the recommendation-of-the City Manager was adopted. <br /> <br /> 56-7 - "I am submitting the attached legal document concerning the Carver Homes Housing Pro- <br />ject designated as miscellaneous case #6867 and recommend that the Mayor of the City of Portsmouth he authorized <br />and directed to execute the same for and on behalf of the City of Portsmouth and [hat the City Clerk be authorized <br />to attest the same and affix the City's seal thereto·" - ' - - <br /> <br />Motion of Mr. Bilisoly that the proper officers be authorized to sign the declaration <br /> <br />of taking, was adopted. <br /> <br /> 56-8 - "I s~bmit the attached resolution relative to the use of the buildings constituting <br />Defense Housing Project VA-7-D-1, and recemmend its adopticm." <br /> <br />On motion of Mr. Howard, th~ following resolution wus adopted: <br /> <br /> "Be it l~esolved by the Council of the City of Portsmouth, Virginia, that the <br />use on-site of the buildings constituting Defense Housing Project VA 7-D-l, proposed <br />to be purehas&d for public purposes by the City of Portsmouth, is hereby approved." <br /> <br /> 56-9 - "I submit the attached resolution relative to the use of buildings 51, 53, 55 and 57 <br />in War Housing Project VA 44-244, and recommend its adoption." <br /> <br />On molten of Mr.. H~ward, the following resolution was adopted: <br /> <br /> VBe it Resolved by,the Council of the City of Portsmouth, Virginia, that on <br />the basis of local need and acceptability, thefollowing designated strnctures of War <br />Housing Project VA 44-E44 are acceptable for long-term use and may remain on-site: <br /> Buildings 51, 53, 55 and 57 <br /> Be it Further Resolved hy the Council ef the City of Portsmouth, Virginia, <br />that the purchase of such buildings by the City of Portsmouth for public-use ~s hereby <br />authorized and directed." <br /> <br /> <br />
