<br />
<br />WHEREAS, on January 10th, 1956, the Council adopted a resolution determining
<br />that upon the basis of l~cal need and acceptability Buildings 51,53,55 and 57
<br />of Carver War Housing Project, VA 44-244, are satisfactory for long-term use
<br />and may remain on-site, and further authorizing and directing the purchase
<br />of such buildings by the City for public use; and'
<br />WHEREAS, s further examination and consideration of the said buildings indicates
<br />that such buildings are not in fact suitable for long-term use umlems certain
<br />repairs and improv~mnts are made to such buildings ;
<br />NOW, THEREFORE, BE ~T RESOLVED by the Council of the City of Portsmouth, as follows:
<br />1. The ~esolution of the Council of the City of Port?s?me~t~h adopted on January
<br />10th, 1956, declaring Buildings 51, 53, 55 and 57 of Carver War Housing Project,
<br />VA 44-244, acceptable for lont-termuse is hereby amended te declare that said
<br />buildings are satisfactory for long-termuse and may remain on-site, provided
<br />that any purchaser of said buildings from the Governmentsslt~tl, within a period
<br />of two years from and after the sale by ~the Government of said btuildings, repair
<br />mud recondition them to meet the minimum requirements of the BuJildin~ Code,
<br />public health requirements and regulations and other e~isting laws and regula -
<br />tions affecting the occupancy of b~ildinc~ in the City of Portsmouth.
<br />2. The provision of said resolution of January 10th, 1956, authorizing and di -
<br />recting the purchase of such buildings hy the City of Portsmouth for public use
<br />is hereby ratified and confirmed and the City Manager is directed to enter into
<br />negotiations~mmediately with the Federal Government for such pu4chase."

<br />WHEREAS, the City of Portsmouth has previously considered the purchase from-
<br />the Federal Government of the Barlow Place War Housing Project, VA 44-~8~
<br />(hereinafter called thc '~Project"), for continued use fol~ a temporary period
<br /> and later use of the underlying land for psd~k~ recreation aud other public
<br />purposes; and
<br />WHEREAS, the Beazley Foun~latio~ has indicated a desire to acquire the Project
<br />and has agreed ~e use the Pro~c~ in accordance with the desires of the City;
<br />and
<br />WHEREAS, the Beazley Foundation would purchase such Project ~2a~ough its sub-
<br />sidi~ry, Fou~ldation Boy~ Academy, Inc.;
<br />NOW THEREFORE BE IT RESOLVED by the Coanc~l ef the City of Portemouth, as
<br />follows:
<br /> 1. The Federal Government is hereby r~q~ested zo sell the Barlow Place
<br />Pro~ect to the F'ou]ldation Boys Acadelay, Inc.
<br /> 2. Certified copies of this regues~ shall be transmitte~ to the Federal
<br />Government to evidence the ~aet that it is the considered opinion of the City
<br />that the same public purposes will be served through such sale as would be
<br />served by the s~cle of the Project to the City of PortSraouth."
