At a <br /> <br />regular meeting of the City Council, held on February 14th, <br /> <br />1956, there were <br /> <br />Fred A Duke, B. W. Baker, Frank N. Bilisoly, Jr., George L. Grimes, R.E. Hawks, <br />J. N. Howard, E. W. Lawrence,R. Irvine Smith, E. Robie Sturtevant, Pestle J. <br />Wilson, I.G. Vass, City Manager, and R.C. Barclay, City Attorney.' <br /> <br />Minutes of previous meeting were read and approved. <br /> <br /> 55-327 - The following application for zoning changes, deferred from the meeting of <br />December 27th, 1955, Ms taken up: <br /> <br />"Marietta Matthews to rezone 16t 15 northwest corner Vermont and Glasgow Streets, fronting <br />25 feet on Glasgow St., by 110 feet deep, from "B" Single Family Dwelling District to "F" <br />Local Business District" <br /> <br />A.A. Ban~eI, representing Marietta Matthews, spoke for the rezoning of this property. <br /> <br />Motion of Mr. Hawks to approve the rezoning of this property, was adopted. <br /> <br /> 56-38 - "At s previous Council meeting, the question of the construction of s new <br />Armory building or alterations to the present building was referred to me. I had a conference with Col. Shepherd <br />Crump, Acting Adjutant General of the VirEiuia National Gus~rd and I am in receipt of the attached letter which <br />will provide the information that you requested me To secure for you. I hav~ also been provided with the proper <br />application forms if it is the desire of the City te proceed To acquire an t er Armory. <br /> e h " <br /> <br />Guard, was adopted. <br /> <br />Motion of Mr. Baker to suspend the rules to hear from representatives of the National <br /> <br /> Motion of Mr. Howard to refer to the Committee to study the feasibility of the City <br />using the preBent Armory building and ~cquiring a site for the construction of the new Armory, was adopted. <br /> <br />the present Armory. <br /> <br />Captain Kocen and Captain Myers spoke for a new Armory or necessary alterations to <br /> <br />The Chair app~im~ the following committee: Messrs.Bilisoly, Howard and Baker. <br /> <br /> 56~39 - "I submit the attached information concerningthe operation of the City Park <br />Golf Course and recommend that an appropriation in the sum of $2,500.00 he placed on its first reading, to snpple-~ <br />merit the buildings and grounds budget in order that we may proceed re alter the huiI~J_ug knows as the Clubhouse <br />at City Park Golf Course." <br /> <br /> MotiOn of Mr. Bilisoly to place an appropriation of $2,500.90 on first reading, for <br />said purpose, was adopted. <br /> <br /> 88-40 - "I submit the attached proposals and letter of recommendation of X.D. Murden, <br />Superintendent of the Water Department, and concur in Mr. Murden's recommendation that Causey and Weeks~ proposal <br />be accepted as being to the best advantage of the City ofPortsmouth't. <br /> <br />Attached - <br /> <br />"We are inclosing proposals for engineering services for the proposed dam, Nansemond River. <br />These proposals are based on an estimated construction cost of $1,300,00~.00 exclusive of <br />land and ri~hts of way. Eabh proposal is calculated on a percentage basis with the usual <br />field partiesand resident engineers nor included in the percentage figure. It is diffi - <br />cult to compare proposals of this type as each firm has a different way of expressing the <br />work covered in the percentage of cost proposal. There ar~ also such items as trsveling <br />expenses in some prbposals not included in others. <br /> We recommend the proposal of Causey and ~eekn be accepted~ as being to the best advantage <br /> of the City of POrtsmouth for the following reasons. This firm has done the preliminary <br /> work and is fumiliar with the areas and the property owners. It is a local firm which <br /> woul~ he an advantage in contacting their personnel during construction.Any traveling <br /> or living expense of the resident engineer would be eliminated. We would appreciate your <br /> concurrence in this recommendation." <br /> <br />Motion of Mr. Hawks to concur in the recommendation of the City Manager was adopted. <br /> <br /> 56-41 - "I submit the attached letter and petitions from Grove Park community, con - <br />cerning the routing of buses in Grove Park. The legal case now pending concerning the operation of the community <br />buses within %he City limits will have a bearing on this matter. Mr. Barclay can inform you the statu~ of the <br />case. In the meantime, I would recommend tha~ the question be refen~d to the Transportation Committee." <br /> <br />Motion of Mr. Baker to concur in the recommendation of the City Manager was adopted. <br /> <br /> §6-42 - "t mm submitting the attached report from the employees of the City~ho <br />have inspected the structure of the reef on the Cour~ of Hustings Court Room and recommend that the work be un- <br />dertaken immediately to repair the building." <br /> <br />Motion of Mr. Hawks to concur in the recommendation ~f the City Manager was adopted. <br /> <br /> 50--43 - ~'I submit the attached amendmen~ to the License Tax Ordinance and recommend <br />that it be placed on its first reading.~' <br /> <br />Motion of Mr. Howard to place the following ordinance on first reading, was adopted: <br /> <br />"AN ORDINANCE TO AMEND AND RE-ORDAIN SECTION 12 OF CHAPTER 2 OF THE LICENSE TAX <br />ORDINANCE OF THE CITY OF PORTSMOLTH RELATING TO LICENSES FOR PRIVATE DETECTIVES" <br /> <br /> <br />
