On motion filed. ~' <br /> §0-127 - '!I am~eporting ~that the following.lots ~11-23 and lots ~$43 and 844 in the <br />Car~er Homes property~owned by or.represented hy H A Irving, and that.the City has been unable to reach an agree- <br />ment on the purchase price~ <br /> I recommend that the property owners be offered the following amounts: <br /> <br />Parcel #30 Lot #11 @ $225.00 $225.00 <br /> <br /> #31 Lots ~12-23 @ 250.00 3,000.00 <br /> <br /> #57 Lots ~843 and 844 @ 350.00 700.00 <br /> Total - $3,925.00 <br /> <br /> and that if not accepted the City Attorney be instructed to condemn the <br />proper~y for the use of playground and pa~k purposes. <br /> Motion of Mr. Grimes to concur in the recommendation of the City Manager was adopted~ <br /> 56-128 - "I am reporting that the following lots in the Carver Homes property owned <br />by Thomas ~arker, .J~.: ~ #858, 859, 860 and 861, and ~that the City has been unable to reach an agreement on the <br />purchase price. Bain~ Jr.~Clerk of the Circuit Court of the ~ity of Por$~outh~ Virginia, s~bmitted by the State <br />Auditor of Public Accounts for your information." <br /> <br />On motion filed, <br /> <br />56-130 - "I s~hmit the attached resolution and recommend its adoption <br /> <br />'~, the United States of Amebic&, acting by and through the Public <br />Housing and Home Finance A~ency (hereinafter called 'PHA'~ has proffered a <br />Deed, dated April 17, 1956, dedicating to the City of Portsmouth (hereinafter <br />~alled the 'City'), the streets, water distri~utionsystem, and the storm and <br />sanitary sewer collection systems of the Douglas Park War Housing Project, to- <br />together with the water pumping station and~certain w~ter mains of the Alexander <br />Park War Housing Project; and <br /> WHEREAS, it has been determined and recommended by-the City Department of <br />Public Works that certain drainage work and individual water meter instslla- <br />tions should be made on the Douglas Park site; and <br /> WHEREAS, the ~ has proffered to the City a con~rac~ whereby the required <br />work would be accomplished by the City and the PHA would.reimburse the City <br />therefor in an amount not to exceed $104~455.75~ <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the C~ty of Portsmouth as <br /> follows: <br /> 1. The con~rac~ proffered by the PHA~ da~ed April 17th, 1956, be <br /> and hereby is accepted, and the CityManager is directed to <br /> execute such contract and proceed to carry our those conditions <br /> thereof which are the obligation of the City. <br /> 2. The Deed o~ Dedication proffered by the PHA., dated April 17th, <br /> 1958~ be and hereby is accepted~.and the City ~anager is au - <br /> thorized ~o execute and record the instrument." <br /> <br />On motion of Mr. Baker, said resolution was ~dopted. <br /> <br /> 56-131 "I present the following ordinance and recommend tha~ it be placed on first <br />reading: ''An Ordinance to Amend the License Tax Ordinance of the City of Ports smouth by adding a new section to <br />place a tax on the Lbusiness of furnishing trading stamps,etc.'" <br /> <br /> Motion of Mr. Bilisoly to place the following ordinance on firsz reading,was adopted: <br /> <br />"AN ORDINANCE TO ~ THE LICENSE TAX ORDINANCE OF: ~THE CITY OF PORTSMOUTH, <br />BY ADDING A NEW SECTION TO FL~CE A TAX ON TME BUSINESS OF FURNISRING~ TRABING <br />STAMPS, COUPONS, ETC." <br /> <br />UNFINISHED BUSINESS <br /> <br /> 56-117 - A~ al)propriation of $25,000.00 ,for purchase of property at Carver Homes, <br />placed on first reading at laStlmeeting, ~as taken up. <br /> <br /> Motion of Mr. Grimes to appropriate $25,000.00 for said purpose was adopted, and by <br /> <br />the ~ollowing vote: <br /> <br /> Ayes: Duke, Baker, Bilisoly, Grimes, Lawrence, Hawks, Howard, Smith, Sturtevant,Wilson <br /> Nays: None <br /> <br /> 50-52 - An appropriation of $9,200.00 from Utility Tax Funds for purchase~of proper~y <br />for Ann St. School, placed on first reading at last meeting, was taken ~p. <br /> Mot$on of Mr. Smith ~o appropriate $9,260.06 for said purpose was adopted and by the <br />following vote: <br /> Ayes: Duke, Baker, Bilisoly, Grimes, Hawks, Howard, Lawrence,Smith,Sturtevaut, Wilson <br /> Nays: None. <br /> <br /> <br />
