<br /> Minutes of regular meeting held on April 10th were read and approved.

<br /> The following reports from the City Manager were read:

<br /> 56-123 - '"I submit the following resolution and recommend its ~addption:

<br /> "BE IT RESOLVED by the Conncil of the City of Portsmouth, Virginia, that
<br /> upon application of Construction.Associates, Incorporated, after posting
<br /> cd notice of the intended application at the front door of the Court H~use
<br /> of the Courn of Hustings o£ the City of Portsmouth on the 1st day of its
<br /> April 1956 term and at ~wo other public places in the City at least five
<br /> days prior to the date of. this meeting that the Council of the City of
<br /> PQrtsmouth does appoint Charles R. Lively, Charles ~. Re~nolds~ :L.A..Clark,
<br /> Leslie S. Barnes, and J. Lawrence Smith, any three of whom may act, as_
<br /> viewers to view and report in writing whether, in their opinion, any,
<br /> end if any, what inconvenience would result from the vacation and discon-
<br /> tinuance of the following streets in the City of Portsmouth shown on the
<br /> Plat o£ Livingston Land Company o~ record in the Clerk's Office of the
<br /> Circuit Court of Norfolk County in Map Book 3, Page 43 and on the Plat of
<br /> Virginia Realty and Investment Company of record in said Clerk's Office
<br /> in I~ap Book 7, Pages 98-10Q:

<br /> (a) Bart Street from the eastern line o~ F~uquier Avenue to
<br /> the western line of Vermont Avenue;
<br /> (b) Clifford Street from the eastern line of Fauqnier Avenue
<br /> to the western line of Route l?A as recently established;
<br />
<br /> (c) Griffin Street from the eastern Line of Fauquier Avenue
<br />to the w~stern line of Route 17 A as recently established;
<br /> (d) Race Street from the eastern lin~ of Eau~uier Avenue and
<br />t~e w~stern line of Route l? A as recently established;
<br />
<br /> (e~ Vermont Avenue .from ~he northern line of Scott Street to

<br />On'motion of Mr. Baker~ said resolution was adopted.

<br /> 56-124 -- "I submit the attached Portsmouth Transit Company request for a fare increase,
<br />which reads as follows:
<br />
<br /> I reoo~Eaend that the request be referred to the Transportation Committee for
<br />consideration, tf additional copies cd the Report are desired, I have been irLformed by Mr. Womack that the
<br />Transportation Company will furnish the Cormnit~ee with as many copies as ~hey may request.~

<br /> Mr. Baker made'a motion to refer te the Transportatio~ Corm~ittee the Portsmouth Transit
<br />Company's request for increase in fares and that the Committee investigate; the possibility of the City operat-
<br />ing transit~lines~in~Portsmouth~ ~ .

<br /> Motion of ~r. Hawks that the above motions be considered separately was adopted.
<br /> Mr~ Smith and Mr. Baker voted
<br />
<br /> Motion of Mr.~Baker to refer to the Transportation Committee the Portsmouth Transit Com -
<br />pony's request for increase in fares, was adopted.
<br />
<br /> Motion of Mr. Baker to refer to the Transportation Committee to study the possibility of
<br />of the City going into the transportation business, also that the City Manager be requested £o contact Represen-
<br />tative Fatlon of the House of Representatives concerning Federal aid for City-owned transit companies,was adoptedj
<br />
<br /> 56-125 - "I am submittimg the attached petition signed by citizens of Lincoln Park.This
<br />is for youn consideration."
<br />
<br /> Attached - "We the homeowners and taxpayers of the Lincoln P~k area bounded on the north by Dale
<br /> Homes, ~u the south by Deep Creek Blvd., on the east by Elizabeth St., and on the west
<br /> by the N & P. Bldg Line Railroad, through an article that appeared in the Star-Ledger Dispatch on Sunday, April
<br /> 15th, 195g, understand that a housing project has been considered.in theabove location.
<br /> We, as citizens of Lincoln Park, petition that the City Council of Portsmouth take under
<br />consideration the many homes in Lincoln Park that have been built recently, the steady grown and number of zm -
<br />prevements in this j~ea. We realize that there sme a few ~pots where dwellings aren't up to standard, but cattail
<br />~with the steady growing of our community, these spots would disappear, we also understand that the Portsmomth
<br />City Covmcil has passed an amendment giving the green light to this project Without any oonsi~eration to the home-
<br />owners and t~xpayers in Lincoln Park. Certainly we feel that an unjust situation has arisen and call it to yourI
<br />attention to the number of homeowners an~ taxpayers in Lincoln Park who hav~ attached their names to the inclosed
<br />petitions to protest against such an amendment without due consideration. Signed Henry Taylor, President."
