<br />At a regular meeting of the City Council, held on May 8th, 1956, there were present:

<br /> Minutes of regular meeting held on April 24th, 1956 were road and approved.
<br />
<br /> ~ ~< ~. M~r. Sturtevm~t reported for the Cemetery Committee that the Preedy Farm can not be
<br />used for a negro cemetery, due to objections from surroun.ding property owners.
<br />
<br /> Motion of Mr. Howard that the Committee continue to study and look for a suitable
<br />site for a negro cemetery, was adopted.
<br />
<br />The following reports from the City Manager were read:

<br /> 56-136 - "On April 24th, 195% you referred to me a request to contact Representa-
<br />tive Fulton of the House of Representatives concerning Federal Aid for City o~rned Transit Companies. Please be
<br />advised that I have written Repres.entative Fallon, but have no~ received a reply. I will repor~ further~upon re-
<br />ceip~ of information from him."
<br />

<br /> 56-137 - "At s previous meeting of Council, you referred to me a Report and Petition
<br />in r~gard to alleged traffic violations in the Gro~e Park-Kingman Heights section of the City. I referred this
<br />matter to the Chief of Police for investigation and report. I submit the attached report for your information."
<br />
<br /> "I respectfully submit the following report in regard to the report of alleged
<br />traffic violations in the Grove Park-King'an Heights sectio~ of this City.
<br /> On receip~ of your letter, I~immediately assigned a~ officer in an unmarked police
<br />car ~o the above section with instructions to pay particular atten{ion to traffic on and near Bruce Ave. This
<br />area was checked by this office~ in the morning and evening hours when traffic was at its peak, with no arrests of
<br />any kind or_.~%unmons being issued. In addition ~o the above officer~ I also assigned a monorcycle officer to this
<br />section of the City with the same results, the operators of the motor vehicles using the s~reets in th~ vicinity
<br />were very observant to the traffic laws and regulations. I went to this area myself several mornings and again
<br />in the evening to see just what the circumstances were, ~ith the same retult~ as .stated abeve. There were several
<br />technical traffic violations observed by the officers, such as an automobile not coming to a complete stop at a
<br />Stop sign but the operator did observe the sign by bringing his car to a walking speed, shiftin~ gears, and {to
<br />ceeding on if no other vehicles were approaching the intersection. We will continue to Mpot check this area.

<br /> 56-138 - "A~ provided by City Charter and Code,' I am reporting that I have employed}
<br />James A. Borum who resides at 103 Middle St. as Purchasing Agent for the City of Portsmouth, to fill the vacancy
<br />caused by the resignation of George Tyson."
<br />

<br /> 56-139 - "I submit the attached amendment ~o the Building Code an~ recommend that .
<br />it be plac~d on first reading."
<br />
<br /> Motion of Mr. Howard to place the following ordinamce on first reading, was adopted.
<br />
<br /> "AN ORDINANCE TO AMEND AND RE-0RDAI~ SECTION 111.2 of the BUILDIN~ CODE
<br /> OF THE CITY 0~ PORTSMOUTH, 1948, RELATING TO TERMS OF OFFICE OF ~ERS
<br /> OF BOARD OF ADJUSTMENTS AND APPEALS."

<br /> 56-140 - "I submit the attached Report on Audit of Robert F.McMurran, Clerk of
<br />the Hustings Court of the City of Portsa~outh,Virginia, from the Audito~ of Public Accounts. This is for your
<br />information."
<br />

<br /> 56-141 - "On May 3, 1955 at 11:00 A.M., proposals were received amd opened and have
<br />been verified for the construction of storm drainage projects 56-1 through 56-8. The bidders were
<br />& Company, Portsmouth, Va., with a total bid of $113,766.00, Virginia Engineering Company, Newport News, $150,439.~5
<br />Wright Contracint Company, Alexandria, $150,897.10.
<br /> For project 56-8 Reinforced ~oacrete Culvert and 42" reinforced concrete
<br />pipe and appurtenances, bids were received from Malpass Construction Co., No~folk, in the sum of $168,961.00,
<br />Wright Contracting Company, Alexandria, $176,560.00, Vanguard Construction Company, Norfolk, $177,950.00, A.G.
<br />Pinkston Company, ~ortsmouth, $204,6t5.00, Virginia Engineering Company, Newpurt News,
<br /> I recommend that A.G. Pink, ton Company, Por~Innuth~ be awarded the con-
<br />· ract as they have submitted the lowest bid for Projects 56-1 through 56--7 inclusive, at his bid price in the sum
<br />of $113,766.00.
<br /> Since Project #56-8 far exceeds the estimated cos~ of the project, I rec-
<br />ommend that if the low bidder Malpass Construction Company, will agree ~o construct the project minus thnl portion
<br />from the eas~ side of Effingham St. ~o the ~st side of Washington St, and deduct from his contract an amount
<br />estimated at approximately $72,500.00 thai we accep~ his bid for the remainder of the project which is estimated
<br />to cos~ approximately $96,461.00 which represents the construction of approximately 2,320 lineal feet of 42 inch
<br />reinforced concrete pipe with all of the appurtenances connected therewith."

<br /> Motion of Mr. Hawks to conour in the recommendation of the CityManager in awarding
<br />the contract for storm drainage Projects 56-1 through 56-7 to A.G. Pink, ton Company, the lew bidder, was adopted.
