,.155 (c) Will be provided with sufflc ent andscaping to insure compatibility with surrounding uses; (d) Will be a project that will be developed according to a plan for parking, driveways, and curb cuts which will provide for safe and convenient traffic movement; and (e) Will be in accordance with the purposes of the City of Portsmouth Zoning Ordinance. 2. That Jama[ and Alanna Smith are hereby granted a use permit pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the operation of an adult residential care facility on property located at 711 Washington Street, and being more particularly described as: UP-97-10 Beginning at the northeast corner of the intersection of Washington Street and Columbia Street; thence, east 90'_+ to a point; thence, north 55'+ to a point; thence, east 90'_+ to a point; thence, north 60'_+ to a point; thence, west 90'_+ to a point; thence, north 20'_+ to a point; thence west 90!_+ to a point; thence, south 160'_+ to the point of the beginning. 3. That this use permit is approved subject to the following conditions: (a) The facility shall be limited to a total of five (5) residents. (b) The applicants shall provide three (3) off-street parking spaces. A site plan shall be provided for approval by the Director of Community Quality and Planning Services. (c) The applicants shall provide landscaping in accordance with a plan approved by the Director of Community Quality and Planning Services: (d) The applicants shall comply with all applicable codes, ordinances and regu at ons of federal, state and local governments and shall obtain and maintain in effect all necessary licenses and permits. (e) The facility shall be inspected annually by the City Fire Departmen[, the Health Department and the Building Official. (f) The use permit is issued to Jamal and Alanna Smith and shall not be transferable. 4. REVOCATION OF PERMIT: Violation of any of the above conditions may serve as grounds for revocation of the use permit by the City Council." Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley Nays: None 97-168(c): Motion by Mr. Clemons, and seconded by Mr. Griffin, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION GRANTING A USE PERMIT FOR THE OPERATION OF A BEAUTY SALON AT 507 MIDDLE STREET. WHEREAS, Norman T. Malbon, owner of the property located at'507 Middle Street, has made application pursuant to Section 40-43.1 of the Code of the City of Portsmouth, Virginia (1988) for the granting of a use permit to operate a beauty salon (S.I.C. 7231) to be located at 507 Middle Street, Portsmouth, Virginia, as hereinafter described; and
