I~EW BUSINESS <br /> <br />The £o~lowing letters from ~he Planning Commission were read: <br /> <br /> 56-233 - "The P%anning Commission has been requested by City Council to study the off-street: <br />parking space required by the zoning ordinance for additional construction to existing churches. P~rsuau~ To I <br />action taken at a meeting on August 2, 1956, the PlauningComm~s~ion recommends that Article 24 of the Zoning <br />Ordinance be amended To exempt existing churches from the off-street parking requl%rements in the case of alter- I <br />ations or additional construqtion." <br /> <br />Motion of Mr. Howard to place the foll6wing ordinance on first reading was adopted~ <br /> <br /> "AN ORDINANCE TO A~E~D AN ORDINANCE ENTITLED: AN ORDINANCE TO AMEA~D~ THE <br />CODE OF THE CIT~' OF PORTSMOUTH BY ADDING TO CHAPTER 32, RELATING TO ZONING ARTICLE <br />XXIV, SECTIOAIS 3~2-84, 3E~85, 3~86., 32-87 and .32-88, TO READ AS FOLLOWS: by adding <br />To Section 32-84 subsection (B) relating to churches." <br /> <br /> 56-234 - "At a meeting on July 12, 1956, the Planning Commission discussed the matter of <br />fees to be charged for the examination and review of subdivision plats submitted. <br /> By formal motion, the Planning Commission recommends that Paragraph "A" Section <br />10, of the Subdivision Regulations be amended to provide that such fees will be applicable only for s%bdivisions <br />within the City of Pol~tsm~uth. <br /> This proposed amendment would eliminate the collection of a fee by the City for <br />those subdivisions located in the county witt%in the three-mile jurisdiction; on such subdivisions the filing <br />fee is paid to Norfolk County bh the de~eloper. The Planning-Commission makes its recommendation in view of <br />prevailing practice being followed by the cities of Norfolk and South Norfolk." <br /> <br />~otion of ~r. Baker ~o place the following ~ordinance on first reading, was adopted: <br /> <br />"AN ORDINANCE TO AMEND SECTION 10 SUBSECTION A RELATING TO FEES, OF A~ ORDINANCE)'ENTITr,~,n <br />'AN ORDINANCE TO P~EGULATE A~q) ASSURE THE ORDERLY SUBDIVISION.AND DEVELOPMENT OF LAND WITHL~ <br />THE CORPORATE LIMITS OF THE CITY OF PORTSMOUTH, AND WITHIN A DISTANCE OF THREE MILES <br />THEREFROM AND TO REQUIRE THE PLATTING AND RECORDATION OF SUCH SUBDIVISION'" <br /> <br /> 56-235 - "The Planning Commission has received a request for the vacation of an alley 16 <br />feet wide and 90 feet in leng~th~ between King and County Streets in the block east of Fourth Avenue. <br /> Pursuant to action taken a~ a meeting on August 2, 1956, the Planning Commis- <br />sion recommends that this alley be vacated from a point 180 feet east of Fourth Avenue, thence east 90 feet to <br />its termination. The property on both sides of this portion of the alley is owned by Eenry S. ~tnge; ~his re - <br />quest was initiated in his behalf by Clyde W. Coope~. In his letter to the Planning Commission, Mr. Cooper <br />states that the owner will agree ~o reserve l0 feet of the County St. frontage to the City of Portsmouth for <br />the future widening of County Street." <br /> <br />Motion of Mr. Hawks to lay on the table, was adopted. <br /> <br /> 56-236 - "The Planning Commission has received a request from Constr~ction Associates, <br />Inc., for the ~scation of certain streets in the Westhaven Park plat. A copy of the request and a map are at - <br />tached hereto. <br /> Pursuant to action taken~ at ~ special meeting held on August 6, 1956, the <br />Planning Commission recommends that the f611owing streets be vacated: <br /> Vermont Ave. betwean South St. and US 17 A by-pass and Hamilton Avei; <br /> Bart St. east of Hamilton Ave. ~o the rear line of proper~y <br /> fronting on the northwest~ side of Mt. Vernon Ave. <br /> Bart St. between U.S.17 A by-pass and Hamilton'~Ave. <br /> Clifford St. between US 17A by-pass and Hamilton Ave'. <br /> The Planning Commission recommends that that portion of clifford St. east of <br />Hamilton Ave. to the rear line of property on the ~orthwest side of Mt. Vernon Ave. be retained by the City.This <br />will make possible a better intersection condition between Mt. Vernon Ave. and Hamilton Ave." <br /> <br />Motion of I~r. Baker to lay on the ~abte until next regular meeting, was adopted. <br /> <br />56-237 - The following letter from the City Collector was read: <br /> <br /> "On June 21st, 1956, both the Portsmouth & Norfolk County Building and Loan Association <br />and~r, and Mrs. O.E. Kay, paid t~aXes ~mounting to $36~.72 on 10~3ElmA~e. <br /> The Bull din'g and Loan did not intend to pay this tax nnd intended to pay tax of G.M. <br />Kay on 100 Eleventh Ave. Please authorize refund To Portsmouth & Norfolk Building & Loan Assn. of $36.72." <br /> <br />Motion of ~ir.
