August 14~h, 1956. <br /> <br /> We have been kept advised with regard to the developments on the proposed new Federal <br />Building for Portsmouth from time to time, and were at all times aware o£ the progress bei~fg made. Feel~in~ that <br />the present Post Office building would make an excellent Lib~ry, inasmuch as it has adequate floor space' and <br />is in an ideal location, we recommend that every e££ort possible be made to acquire it from the Government when <br />the new Federal Building is finally anthorized and that any handling deemed necessary be given immediate att~n~ <br />tion toward the procurement of this building. <br /> <br />(Signed) <br /> <br />R. Robie Sturtevant - Committee." <br /> <br />Motion of Mr. Lawrence tO approve the recommendation of the Committee, was adopted. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 56-224 - "I am reporting the following letter from Chie~ of Police Warren and recommend that <br />the matter be refer~d to the Retirement Board of the Police and Fire Depax~cments for a report and recommenda- <br />tion: 'I hereby recommend the retirement of Officer H. W. Brennam~n due to dis'ability. Officer Brenuaman has <br />been' on ~ick leave since ~ay llth, with a diabetic condition and the report from his doctor is that his foot <br />will have to be removed. Of£icer Brennaman was appointed to the Department November 6, 1942. I recommend his <br />retirement to become effective August 15th, 1956.'" <br /> <br />Motion of ~r. Wilson to refer to the Police a~nd Fire Retirement Board was adopted. <br /> <br /> 56-~5 - "I submit tl~e attached le'Zter from William M. Cmnpbell, a former meml~r of the <br />Portsmouth Police Department, and recommend that the amoun~ of $?1.04 be refunded to him, repres~ing the amoun~ <br />of money he paid into the Retirement Fund while serving as a member of the Police Department." <br /> <br />Motion of ~Lr. Bili$oly that refund be granted was adopted. <br /> <br /> 56-225 a - ~otibn of Mr. Howard zo refer to the City ~lanager to have a study made in regard to <br />salaries and wages of city employees, and report back to the City Council with recommendation, was adopted. <br /> <br /> 56-226 - "I am submitting the attached letter from Richard Lee Oliver and recommend that he <br />be refunded the amount he has paid into the Pension Fund in the sum of ~zt9.19.~ <br /> <br />Motion of Mr. Sturtevant that refund be granted, was adopted. <br /> <br /> 56-22? - "I am mn receipt of the attached letter from A.E. Parker, City collector, wherein <br />he states that~Dr. F.P. Barrow II paid the sum of $394.48 licenses for the fiscal year and that an error had been <br />matte in calculatingthe licenses as the amount should have been $~81.28. I therefore concur in Nr. Parker's rec- <br />ommendation that Dr. Barrow be refunded the sum of $11~.20 for overpayment of licenses." <br /> <br />Motion of Mr. Lawrence that refund be granted, was adopted. <br /> <br /> 56-228 - "I recommend that the follbwing appropriations be placed on their first reading: <br /> The sum of $164,500.00 for improvements at Douglas Park. This is the amount <br />that the Federal Government has agreed to r~imhdrse the City Tor~storm drainage, etc. <br /> The sum of ~200,000.00 to'defray the expense of drainage, the General Fund to be <br />r~imbursed by Bond funds when bonds are sold. <br /> The-sum of $250,000.00 for the construction of s~reets, sidewalks, bridges,etc., <br />to be reimbursed from the Bond Fund when bonds have been sold. <br /> The sum of $15,000.00 from the Utility Tax Fund for the construction o£ the Doug- <br />las Park School." <br /> <br />Motion of Mr. Hawks to place the following appropriations on first reading, was adopted: <br /> <br />General Fund - $164,500.00 for improvements in Douglas Park $~00,000100 for'drainage <br /> $250,000.00 for construction of Streets, sidewalks and bridges <br />Utility Tax Fund - $15,000.00 for Douglas Park School <br /> <br /> 56-229 - "I snbmit the attached request from the ~urro Chemical Company tha~ the City offer <br />for sale a parcel of land 80 feet in width and 450 feet in lengt~ adjacent to the property now owned by the ~urro <br />Chemical Company for the purpose of expanding their plant facilities. 'I recommend that this matter be referred <br />to the Planning Commission as provided by the City Code, Section <br /> <br />~tion of Mr. Howard that this matter be referred to the Planning Commission, was adopted. <br /> <br /> 56-230 - "I submit the attached ordinance to amend and re-ordain Chapter 19 of the Code of <br />the City of Portsmouth, 1951, and recommend that it be placed ob first reading." <br /> <br /> Motion of ~r. Smith to place the following ordinance on first reading and that a copy be <br />sent to each member of the Council, was adopted: <br /> <br /> "AN ORDINANCE TO AMEND ANDRE-ORDAINCHAPTER 19 OF THE CODE OF THE CITY OF <br /> PORTSMOUTH, 1951, BY REPEALING THE PROVISIONS OF SAID CHAPTER AS HERETOFORE <br /> ADOPTED, AND TO PR0~IDE A NEW FIRE AND POLICE RETIPd~RNT SYSTEM." <br /> <br /> 56-231 - "I am reporting on the collection and disposal of trash and garbage. <br /> As you perhaps know the City has'been using 8 number of locations for dumping <br />trash and non-perishable l~/bbish within the city limits for a number of years including such locations as Shea <br />Terrace, an area adjacent to th8 Sewage Pumpink Static~ on Douglas Avenue as well as a number of other locations <br />at the request of individual owners of proper~y in order~to make fills on low lying lots. <br /> For the past fifteen years the City has used as its principal dumping ground, the <br /> <br /> <br />
