<br />At a regular meeting of the City Council, held on Augus~ 28th, 1956, there were present

<br />R. Irvine Smith, E. R. Sturtevant, C.g. Warren, Pearle J. Wilson, I.G.Vass,

<br />Minutes of previous-meeting were read and approved.
<br />
<br />The following reports from the City Manager were-read:
<br />
<br /> 56-239 - "I submit the attachedreport from .the Chairman Of the Police and Fire Retirement
<br />Board and concur in the recommendation that Policeman H.W. Brennaman be retired on the basis of 50% of his an-
<br />nual salary." :
<br />
<br /> Motion :of Mr. Wilson that Police 0ffioer H. W. Brennaman be retired on half pay, ef-
<br />fective September l, 1956, was adopted.
<br />
<br /> 56-240 - "I concur in the recommendation of the City Auditor that the sum of $18.00 be refunded
<br />to the Portsmouth Contractors' Associatio~ representing the amount of money advanced for the rental of the
<br />Community Hall, which was not used."
<br />
<br />Motion of Mr. Smith that refund be granted, was adopted.
<br />
<br /> 56-241 - "I submit~he attached letter from Paul Dulaney, Planning Director, and recommend that
<br />the City Manager be authorized and directed to offer for sale. at public auction,lot number 277 on the sbuth side
<br />of Carolina Avenue in Pinners Point."
<br />
<br /> : Motion of Mr. Eoward that the City Manager be authorized to advertise the property for
<br />sale, was adopted.
<br />
<br /> 56--~42 - "I submit the attached report of bids received for the drainage improvement project
<br />56-10 Douglas Park and concur in the recommendation of the Director of Public Works that the firm of A.G.Pinkston!
<br />Cpmpany, Portsmouth, who submitted the lowest bid be awarded the contract in the su~ of $97,562.75 and that
<br />the proper city officials be authorized and directed to execute the contract when approved by the City Attorney."
<br />
<br /> Motion of Mr. Baker ~that the con~rac~ be awarded A.G. Pinkston Company and ~hat the
<br />proper officials-be~ authorized to sign the contract, was adopted.
<br />
<br /> . . 56-243 - "I submit the attached agreement between the Tara Corporation and. the City of Ports-
<br />mouth fo~ the purchase and/or rental of a parcel of lan~, and recommend that proper city officials be authorized
<br />and directed to execute the same for an~ on behalf of the City of Portsmouth."
<br />
<br />Motion of Mr. Smith that the City Manager be authorized to sign the agreement, was
<br />
<br />adopted.

<br />"I am presenting the following resolution and recommend its adoption:

<br />'RESOLVED, ~hat the City of Portsmouth borrow the sum of Four M~%uclr&d;Thousan~
<br />Dollars ($400,000.00), in anticipation of the collection of the revenues o£
<br />the City for the fiscal year ending June 30th, t957; that the proper officers
<br />be authorized to make a note or notes maturing at any time prior ~o June 30th,
<br />1957, and the revenues o~ the City for the current year are pledged to the re -
<br />pay~ent o~ suc~ borrowing.'

<br />On ~otion of Mr. Hawks, said resolution was adopted-.

<br />Avenue, deferred from last meeting, was taken up.
<br />
<br /> Motion of Mr. Baker to suspend the rules zo hear from anyone interested in this matter
<br />was adopted.

<br /> 250,000.00 for construction of streets, sidewalks & bridges
<br /> 15,000~00 from Utility Tax Fund for Douglas Par~ School.
