<br />can not recommend that the increases become effective until I can determine where funds can be made available to

<br /> 56-257 - "Due to the fact that az ~he present time we'have nine vacancies in the posi-
<br />tions of case workers and court workers in the Department of Public Welfare (Social Service Bureau) and due ~o the
<br />fact that this condition has existed over a period of several months, I am recommending that the salary scale for
<br />the positions referred to above be increased to a starting salary of $310.00 per month for Social Worker A and
<br />Court Worker A to be effective on and after September 15th, 1956. Since the ~acancies have been daring the cur-
<br />ren~ budget year and since the State pays 50% of the cost of these increases, there is no additional appropriation
<br />required.

<br /> 56-258 - "Mr. Robert Reed, representing the.City of Portsmouth on the Elizabeth River
<br />Tunnel Commission, has requested an informal meeting with City Council to be held in the afternoon at a date that
<br />the Council may agree upon prior to September 24th,1956, for the purpose of discussing the proposed Elizabeth River
<br />Tunnel. I recommend that such a meeting be arranged."

<br /> Motion of Mr. Smith that the Council hold an informal meeting at 3:00 P.M., on Septem-
<br />ber 20th, with Portsmouth representative on the Tunnel Co~mission, was adopted.

<br /> 56-259 - "I submit the attached agreement between the Norfolk and Portsmouth Belt Line
<br />Railroad Company, the Commonwealth of Virginia, acting by and through its State Highway Commission and the City of
<br />Portsmouth for track work in relocation of the crossing signals and extension of the present crossing timbers and
<br />other changes to conform to specifications of the State at the ~elt Line Railroad crossing at Deep Creek Boulevard
<br />and recommend that the Mayor ef the City of Portsmouth be authorized and directed to sign the said agreement for
<br />and on behalf of the City of Portsmouth and that the City Clerk attest the same and af£ixLthe City seal thereto,
<br />subject to the approval of the City Attorney."

<br /> Motion of Mr. Weiseman that the proper city offidials be authorized to sign the agree-
<br />ment, was adopted.

<br /> 56-260 - "The next regular meeting of the City Council will be September 25th,1956,
<br />at which time members of Council and city officials will be attending the Virginia League of Mtuiidipalities in
<br />Roanoke, Va. I recommend that the regular meeting to be held September 25, 1956 be cancelled and that a regular
<br />meeting of Council be held~ at 7:30 ~.M., on October 2, 1956."

<br /> Motion of Mr. Binton to concur in the recommendation of the City Manager,was adopted~

<br /> 56-261 - "t submit the report of the firm of Wilbur Smith and Associates on Traffic
<br />and Parking in the City of Portsmouth .and recommend that it be referred to the Planning Commis~on for a repots on
<br />those items that come within their jurisdiction."

<br />Motion of Mr. Scott to refer to the Planning Commission, was adopted.

<br /> 56-262 - "I recommend that the regular meetings of the City Council be held at 3:00
<br />P.M., instead of 7:30 P.M."

<br /> 56-263 - "I recommend that an agenda meeting of the Council be held not less than
<br />three days prior to the regular meeting of Council to determine what items of business are to be considered at the
