Kirby, John E% Scott, <br />R. Irvine Smith, H. Earl Wei~eman, I. G. Yass, City Manager, and R.C.Barclay, <br />City Attorney. <br /> <br />The meeting wa~ opened with prayer by Rev. Eugene White. <br /> <br /> Minntes of the regular meeting of August 28th, 1956 and organizational meeting of <br />September l~t, 1956 were read and approved. <br /> <br />The following reporVs from the City Nanager were read:' <br /> <br /> 56-251 - "At a previous meetitg of the Council there was referred to the Nayor and <br />City~anager the question of securing the services of a minister to offer prayer at the opening of each regular <br />Council meeting. ~ <br /> <br /> We recommend that the Council appoint a minister who, at the time of his <br />appointment,~ is serving in that capacity in a ~hurch located within the City of Portsmouth, to serve as Chaplain <br />o£ the Council. It shal~ be the duty o~ s~eh minister~ priest or rabbi, zo o£fer prayer at the opening of each <br />regular meeting uf the Council. We also recommend that each minister serve for a period o£ three months, and <br />that these appointments be rotated among the ministers of the City. <br /> (Signed) Mayor'and City Manager." <br /> <br />Motion of Mr. Wet, smart to concur in ihs recommendation of the City Manager was adopted. <br /> <br /> 56-252 - "t rec~ommend that an. appropriation in the sum of $25,000.00 from the Utlli~ <br />Tax Fund be placed on its first reading for ~he p~rpese of de~ray~g ihe expense of purchasing the remainder of ~ <br />land and the installation c~f the School Board'~ share of the cosf o£ ~torm drainage at the playground of the West-i <br />haven School%" <br /> <br />Motion of Mr. Baker to lay on the table was adopted. <br /> <br /> 56-253 - "A motion that a proper resolution he dk~awa and sent to G~vernmentof~icials <br />responsible fO~ the constractio~ of the new Feder~LlBuilding in Portsmouth, exp~eS~isg Portsmouth's interest in <br />the matter and that the City Ilauager have ~ivic clubs 'and the Chamber of COmmerce send re~olutioxL~, m~d if neces- <br />sary, that a committee he sent to Washington to assure the construction e~ this building in Portsmouth, with of - <br />ricers of the Coast Guard, was referred to me for a report. <br /> I am reporting that I con£erred with the Chamber of Commerce and ~ number <br />of the civic clubs in Portsmouth, concerning the resolution. ! prepared a resolution to be sent to Washington, <br />but priortomailing it we received an announcement that the appropriation had be~n signed by the President. <br /> I have had an opportunity to. discuss this rmtter with Congressman Har~y <br />since the approval of the appropriation for the building and k t re Hardy bn~ advised~ me concerning our actions in <br />the matter. I will tmve additional informatio~ for the Council at a future date and ~ probably be n~cessary to <br />call the Council in a special meeting to consider the Federal Building site. I shall keep the Conncil advised <br />concerning this matter should the necessity ari~e." <br /> <br /> ~otion of N~r. Weigeman that a letter of appreciation for their e~forts in securing the <br />new Federal building for Portsmouth be for~varded Senators Byr~ :and Robertson and Congres~anan Hardy, was adopted. <br /> <br /> 56-254 - "A~ a previous meeting of Council, the questibn of closing a portion of Clif- <br />ford St. east of ILamilton Ave. was referred~ to me for a report. Ii--suggested at the former meeting that I en- <br />deavor, to secure additional right of way £romConstruction Associates in order to open Clifford St. from Hamilton <br />Ave. to ~t. Vernon Ave. and to acquire by gift if possible, a iriangu~lar -shaped parcel o£ land lying south of <br />Clifford St. between Mt. Vernon Ave. and Hamilton Ave. <br /> I am reporting that I have conferred with the representatives of Constructio: <br />Associates'and have been informed that they are not particularly interested in having that portion of Clifford St. <br />closed, east of Hamilton Ave. and that the firm does ~o~ own the land retorted to; ~o be acquired for extending <br />Clifford St. to Nt. Vernon Ave., nor do they own the triangular parcel of land that you requested I endeavor to <br />quire. <br /> I recommend that that portion o£ Clifford St. lyi~ east of Hamilton Ave., <br />not be closed and that we continue our efforts to acquire the necessary rights-of-way to connect the street to <br />Mt. VeE~on Ave." <br /> <br /> On motion filed. <br /> 56-255 - "_~a order to establish a land fill for the disposal of trash and rubbish, ita <br />is necessary to purchase ~ combination crane and drag line. We have determined that the most economical size i~ <br />3/4 y~rd. The cost will be slightly less tham $~5,000.00. I have received competitive bids for this unit of <br />equipment and I have placed a tentative order subject to an appropriation by City Council. <br /> I therefore recommend that the sum of $25,000.00 he placed on first reading, <br />to defray the cost of the drag line equipment. One reason for requesting this appropriation at the present time i~ <br />the fact that there was an increase in cost of approximately 8% on this ~ype of equipment on er about September 1~ <br />1956; however, the dealer having had this pa3~ticular machine on order the firm quoted the machine at the old price <br /> <br />Motion of Mr. Smith to place an appropriation of $25,000.00 for said purpose on firs~ <br /> <br />reading, was adopted. <br /> <br /> 56-256 - "At a previous meeting of Council, the question of adjustments of salaries <br />and wages of City employees was referred to me for a study and repots. I am reporting that the Committee which <br />studied and prepared the ordinance and the classification of employmen~ and compensation plan for the employees <br />of the City, studied this report with me and we agreed u~on the report I am submitting. I ara also reporting that <br />a committee representing both the Po~Lic:eand Fire Departments met with the City Auditor and myself and discnased <br /> <br /> <br />
