July 8. 1997 <br /> <br /> Motion by Mr. Martin: and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that Z-97-10 be approved on first <br />reading, and to have the final reading on August 12, 1997, and was adopted by a <br />vote of 4-3 (Benn, Clemons, Pitts). <br /> <br />(b) UP-97-16 <br /> <br />WEST NORFOLK NEIGHBORHOOD C. Raeford Eure <br />requests a use permit to construct a self storage facility between <br />Wild Duck Lane and West Norfolk Road. (PLANNING <br />COMMISSION RECOMMENDS APPROVAL ) <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-97-16 be approved on first <br />reading, and to have ths final reading on August 12, 1997, and was adopted by a <br />vote of 4-3 (Benn, Clemons, Pitts). <br /> <br />(c) Z-97-08 <br /> <br />PARK MANOR NEIGHBORHOOD - Thomas Holcomb requests <br />a rezoning from RS-75 to Commercial C-1-K at 5714 Portsmouth <br />Boulevard. (PLANNING COMMISSION RECOMMENDS <br />DENIAL) <br /> <br />1. Bobby Rhodes, 202 Cypress Road, spoke in opposition to the proposed rezoning. <br /> <br />2. David Fell, 249 Cypress Circle, spoke in opposition to the proposed rezoning. <br /> <br />3. Don Erby, 611 Windmill Point, Chesapeake, spoke in support of the proposed <br />rezonmg and provided information on the application. <br /> <br />4. Hank Fallon, 341 Park Manor Road, spoke in opposition to the proposed rezoning. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to concur with the <br />recommendation of the Planning Commission that Z-97-08 be denied, and was <br />adopted by the following vote: <br /> <br />Ayes: Clemons, Martin, Pitts, Robinett, Holley <br />Nays: Berm, Griffin <br /> <br />- CITY MANAGER'S REPORT - <br /> <br />97-195- <br /> <br />Adoption of an ordinance to appropriate $1,076,000 from the Capital <br />Improvements Fund for renovations to the City Park Golf Course. <br /> <br />Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $1,076,000 from <br /> Improvements Fund for renovations to the City Park Golf Course. <br /> <br />the Capital <br /> <br />Pur ose and Need: <br /> <br />· Bids were received <br /> Course. <br /> <br />on'June 30, <br /> <br />1997 for the renovations to the City Park Golf <br /> <br />Renovations are based on a master plan for the City Park Golf Course prepared <br />by the' golf course consultant, Ault, Clark &Associates. <br /> <br />Improvements include a lighted driving range, reconstruction of the tees and <br />greens on 9 holes to accommodate the driving range, irrigation, construction <br />of an additional lake, and enlargement of the existing lake. <br /> <br />The start of construction is anticipated as July 15, 1997, with a construction time <br />of 75 calendar days. It is anticipated that the course will reopen in October of <br />1997. <br /> <br /> <br />
