Motion of Mr. Hinton that the City Manager be aqthorized to employ an administrative assist Motion of Mr. Weiseman that the City Manager be requested to secure the cost of an a~mlui- strative s~k~Jey of all of the City departments, was adopted. 56-282 - "I am presenting a request from Jerome p Carr II .to use appropriation from city funds for capital improvements in connection with the Guidance Clinic. I have replied to Mr. Carr's letter smd sta~ed that I was of the opinion that this would require an opinion of our City Attorney. I therefore recommend that the .matter be referred to the City Attorney, for an opinion." Motion of Mr. Smith to concur in the recommendation 'of the City Manager, was adopted. 56-283 - "I submit tthe attaehed repoz~c from the Planning Co~mmission on blighted areas, and recon~end that a conference be arranged between the Planning Commission and the City Council for further dis- cussiou; also to discuss matters concerning the new ttmneI." This matter was referred to the conference of October 16th at 4:00 P.M. 56-284 - 'I am reporting that it is in order f~r the Council to,elect a Chaplain for a three month period as provided in the recommendation of the Mayor and City Manager ar a previous meeting of the Council." Motion of Mm. Kirb~ to go into the election of a Chaplain for the Council for the months of October, No~ember and December, 1956, was adopted. Mr. Weiseman nominated Rev. Ernest K. Emurian, Motion of Mr. Smith that the nominations be closed, was adopted. Vote being taken~ MN. Emnrian was unanimously elected. 56-~85 - "I am reporting that the election of a member of. the Port Commission to fill the vacancy caused by th~ resignation of Mayor Barttett~ "I hereby submit my resignation as a member of the PortsmoUth Port Commission. Thank you for the 'opportunity to serve. Since appointment early this year, I have enjoyed very much my close association with the other Commission members. The Portsmouth City Council considers the success of the annual Co~nity Chest campaign to he vital to the welfare of our Qommunity. The hundreds of workers who have volunt~ered, their services to this year's ¢om~unity~ effort is a further indica- tion of the new spirit of development and pr~g~S~ which we sense throughout the City of Portsmouth. .
