'" <br /> <br />On motion of Mr. Kirby, said ordinance was adopted and by the £oilowxng vote: <br /> <br />Ayes: Bartlett, Baker, Hinton, Kirby, Scott, Smith, Weiseman <br />Nays: None. <br /> <br /> 56-305 - Motion of Mr. Smith that the rules be suspended to permit the meeting to continue <br />later than 11:00 o'clock P.M., wms adopted. <br /> <br />56-306 - Mr. Smith presented the following letter;~fr~m the Planning Director: <br /> <br /> "At a meeting held on October 8th, 1956~ the PlaniLing Commission passed the followxng <br />resolution, which is forwarded herewith for consideration by the Cojncil: <br /> <br />'The preservation, improvement, and health grow~zh of the downtown area <br /> is a matter of vital importance to the City of Portsmouth. <br /> The Planning Commission recognizes the urgent necessity for taking cer- <br /> tain definite steps toward improving the down~own area. Such s~eps must <br /> include the development of better means of access, provision of adequate <br /> off street parking, and improvement of the waterfront in such a way that <br /> the downtown business district will be enhanced and revitalized. <br /> Announcement was recently made that the new Federal building proposed <br /> for Portsmouth is now assured. <br /> The Planning Commission xs agreed that the best location for the new <br /> Federal Building will be on the waterfront in the vicinity of the easf <br /> end of High St. This general location will fit in all respects with <br /> the over-all plan for improvement of the downtown ~aterfront now being <br /> developed by this Cormmission. The choice of this site for the Federal <br /> building should provide stimulus for moving ahead on other parts of the <br /> waterfront plan, eventually realizing a fine and attractive waterfront <br /> which will be worthy of the City of Portsmouth. <br /> The Planning Commission hereby resolves that recommendation be made To <br /> City Council that a request be directed to the appropriate Federal agencies <br /> thai a downtown waterfront site be designated as the site of the Portsmouth <br /> Federal building." <br /> <br />adopted. <br /> <br />Mo~ion of Mr. Kirby to concur in the recommendation of the Planning Commission, wss <br /> <br /> 56-307 - <br />of the Blackwater River as a <br />Portsmouth, was adopted. <br /> <br />Motion of Mr. Weiseman that the City~anager be requested to have an investigation <br />possible source of wa%er supply and the approximate cost of getting the water to <br /> <br /> 56-308 - Motion of Mr. Baker to suspend the rules to hear from P.E. Wnukeski, ~as adopted. ~ <br /> <br /> Mr. ~nllkoski requested the Council to officially state the exact zoning status of thatt <br />parcel of land belonging to Thomas F. CtLlpepper. <br /> <br />Motion of Mr. Kirby to refer to the City Attorney, was adopted. <br /> <br /> 56-309 - The Mayor stated that he had appointed R. irvine Smith as a member of the Board of <br />Veterans Information Center and E.C.
