Bradley~ was read:

"This letter is to state in _~ writing the hardships I have enda~red as a business man
and a good t~xpayer, and in this manner appeal t~ the Homorable ~yor mud you C~ntlemen of the Council, now in
session, for relie~.
I own an EsSO Service Station on the corner of South ~u~d Godwin Sis., that has been
plagued since it was %uilt by an ordinamce that was intended for another industry in the m~iEhborhood. This has
caused me no end of grief over the last eight years, by restrictimE our operations and growth to meet with the
expansion of the City and the industry. The climax was reached a few weeks ago whom Esso announced their Golden
EsSo Extra. We knew we did not have the f~cilities for handling the ne~ product, and l~ew further that ih order
to keep our position in the b~siness we would have to have it.
I went to see Chief Host of the Fire Prevemtion Bureau, who has to approve all storage
in the City. He rem~mded~ me of the ordinance and refeTred me to Mr. Vass, who told me that mn order to get re -
lief, the ordinance would have to be ~mended, and since the City fu3~nished water to the Navy yard~ that in all
likelihood the mmtter would have to be referredto the Federal Government in ~ashimg~on.
The Lessee of my station, who ha~ operated ~it since 194~, became very much upset,
for he too was getting tired of the comzin~al nagging from one department of the City or amothe~, snd in a few
days gave me notice that ke was giving up the station and moving ou~ im the county.
We were unable to keep the place from closing SLuce good operators come at a premium,
but in a few days' we were able t~ find a mew Lessee by promisimg him that we were doing all we could and felt
sure we could remedy the situation soon.
We are desperately in need of ES00 additional storage to carry the new product. We hav~
a driveway problem too that need~ attention badly, that has been 0ked by the C~t.y englnee~r, ~.but the.~drl~veway~
be fixed until the tank is in, as there is no meed of tearing up the comcrete twice. We sea,eve w~.nou~
that this station presemts no hazard to the water works, and have it on good ~uthority that the Natmona. Boar~ o
Fire Underwriters have contacted on this and that they have no objection, and have so stated im writing.
GentIemem, we trus~ you can see the urgency of the matter amd see fit to give us
relief." ~

Motion of ~lr. Scott ~o suspend the rules to hear from htr. Bradley was adopted.

Mr. Bradley spoke for his request.

Mo%ion ~f Mr. Kirby to refer this mzt~er to the City Attorney to draw an ordinamce to
amend the Code, tc imcrease the undergr? ~u~nd~ storage at this location, was adopted.
58-3~4 - The follo~g letrer fr~ the Clerk of the Circuit C~ ~d Clerk of the
H~tings Court wms read:

"~e com~nsation of ~e Cler~ of ~he Court~ of Hustings ~d the Circuit Courz of
this City is re~lmted hy Section 14-~55.1 of the Code of Virginia, ~ follows:
'In ea~ city ~f this ~weml~, h~g a ~pul~ti~ of over~s~y-five
thousand ~d ~ot exceeding one h~d thawed i~abit~tS~, the cler~ of
courts sh~l each he p~d a sal~y, ~o~ less th~ eight tho~and dollars per
~ ~ -~o emend ten ~ho~and doll--s per ~num.' * * ~ * ~ *
'Such sal~ ~all ~e in full comp~sa~ for semites and shall be in
lieu of the retention by such clerk of ~y ~d all official fees ~d co~s-
SlO~ of whatever kind or character, ~d from whatever source derived.' * ~
~All f~es and torsions ~ eve~ kind or ~k~E~er r~ceived or collected
by ~ch c~rk~ ~d from whatever source derived~ s~ll be paid into the City
tre~u~ by~ h~ m~thly.
