November 13th, 1956. <br /> <br />"AN ORDINANCE PROVIDING FOR THE CLASSIFICATION OF EMPLOYMENT AND A CONPENSATIOF <br />PLAA- FOR~E~pLOyEE~ OF THE CITY" <br /> <br /> 56-325 - A~I appropriation of $10,000.00 f6r the Tidewater Histomical Dranm Association~ <br />placed on first reading at last m6~tin~,_ was taken up. <br /> <br />following vo~e: <br /> <br />Motion of Mr . Kirby to apPropria~$I0~000, for said purpose was adopted, and by the <br /> <br />Ayes: Bartlett, Hinton, Kirby, Scott~ Smith <br />Nays: Baker, Weiseman <br /> <br /> 56-343 - ~he following letter from the Planning Commission was read: <br /> <br /> "The attached letter in regard to closing of an alley situated in a block bounded by the <br />~tlantic Coas~ Line Railroad, Douglas Ave., Pbrtland sro, and Hamilton Ave., was~ submitted to the Planning Commis- <br />sion. On investigation, the Planning Commission has found that the subject alley serves no properzy other than <br />tha~ owned Dy the petitioner, Harper's Storage. <br /> At a regular meeting held on November l, 195~ t~e Plan~ing Co~nnission voted to reco~n~end <br />to City Council that th~ subject all&~ he vacated as requested. A ~l~t showing the proposed closing is attached <br /> <br /> Motion of Mr. Baker to concur in the recorm~endatio~ of the Planning Commission and that <br /> this matter be referred to the City Attbrney ~o draw a proper ordinance, was adopted. <br /> <br /> 56-3~4 - The following letter fro~ the Co~ssione~of Revenue was read: <br /> <br /> "We respectfully request that the following amount of taxes he exonerated on the Land Books <br /> of the City Collector, a~ our investigation shows tha~ they have been erroneously assessed: <br /> <br /> John ~. Har% Lumber Company <br /> LQt iO1-N.S. Gibney St. <br /> Y~ar 1936 thru year 1956. Taxes amounzi~ to $31.91." <br /> <br /> Motion of Mr. Scot~ that the t~xeslbe relieve~, was adopted. <br /> <br /> 56-345 - The. following letter from the Commissioner of Revenue was read: <br /> <br /> "Please be advised tha~ Raymond S. Clark has been assessed for tangible personal property <br />valued for $1,470.00 with taxes amounting to $40.23. Our investigation reveals that the correct assessment <br />should have been $540.00 with taxes amounting ro $14.85, representing an over assessmen~ in taxes amounting <br />$25.58. The taxpayer has paid the origihal tax of $40.43 as evidenced by his receipted ~ax bill #3000. As thisl <br />is definitely an overpayment of $25.58~ we sincerely request that a refund in this amoun~ be made to the taxpayer." <br /> <br /> Motion of Mr. Scott that th~ refund be grant~d, was adopted. <br /> <br /> 56-346 - The following letter from the Commissior~ of Revenue was read: <br /> <br /> "Please be advised that Roberta A. Robinson has been assessed foM tangible' personal pro - <br />perry valued a~ $1,790.00 with taxes amounting'to $49.23. Our investigation reveals that the correcz assessment <br />should have been $180.00 with taxes amounting to $4.95, representing an over-assessment in taxes amounting to <br />$44.282 The ~xpayer has paid the original tax of $49.23 as evidenced by his'receipted tax bill #12980. As this <br />is definitely an over-payment of $44.28,~e sincerely request that a refund in the amount of $44.28 be made to the <br />taxpayer." <br /> Motion of Mrs. Scott tha~ the refund he granted, was adopted. <br /> <br />56-347 - The following letters from the Chamber of Commerce were read: <br /> <br /> "At a meeting of the Board of birectors of the Portsmouth Chamber of Commerce, s motion was <br />unanimously passed, recommending that a commuhication be sent ~o City Council, urging them to withhold action on <br />approving the second tunnel entrance as recommended by the Elizabeth River Tunnel Commission, until such time as <br />all the facts have been secured on this particular project." <br /> <br /> "At a meeting of the Board of Directors of the Portsmou%h Chamber of Commerce, a resolution <br />was unanimously passed that a communication be sent to you urging that City Council place into effect the provi- <br />sions carried in the Wilbu~ Smith Associates Survey concerned with traffic in the down-%own business s~ction of <br />the Cit~. Under this heading, it is understood that parking would be part of the survey and fur%her that the <br />Council should consider sufficient traffic personnel to effectuate the aims and purposes of the Sur~vey in order <br />that it can he properly administered. The thinking of the directors Wa~ that since the survey, in the m~nds of <br />these men, is excellent, the advantages of its contentS5 should not be lost sight of." <br /> <br /> "The Advertising and ~klblicity Committee of the Portsmouth Chamber of Commerce respectfully <br />urge that the City of Portsmouth purchase a ~oblet similar to the one that the City of Norfolk and Norfolk County <br />are being asked to purchase, to be~ properly engraved to be given to the sponsor of the Susan Constant on December <br />20th~. the date the boats will be christoned. <br /> After christening~ the goblet would be the property of the sponsor. The sponsors will ~e <br />the wives ef State or nationally known figures, it has been s~ggested that the price of the goblet be about <br />$40.00. It was further suggested that if the City of Portsmouth approves this recommendation, that a~epresenta- <br />tire from each of the three muhicipalities involved arrange-for a meeting so that the same type of inscription <br />be used, which could be suggested by the Jamestown Committee. Members of City Council, as you kno~, Will be <br />invited to the christening on December MOth." <br /> <br />On motion filed. <br /> <br />56-348 - The following letter from the Superintendent of Schools was read: <br /> <br />"The Portsmouth City School Board on Monday, Novemher lB, 1956, awarded the contract for <br /> <br /> <br />
