Novembe~r 27th, 1956. <br /> <br /> It is a worthy and fitting custom To fly our National Flag from or on all public build~ <br />ings whether Federal, State, County or City. Our public schools display our National Flag. Many banks and bnsi- <br />nes~ houses display it. The flag is an excellent ~eminder of our privileges and duties as citizens - lest we for- <br />get. Accomdinglyf I respec%fully submit to our City'Council that'our National-Flag be displayed from our local <br />Comrt House, as well as from the ~Municipal Building on ~ourt St:, in a manner, along the general lines as per <br />sketch enclosed. Regarding the display at the present time of our national flag on the ~nnicipal Building, on <br />Cour~ St., I humbly submit this constructive commen~. The sheave or block, thru which the halliards reeve, is <br />located too far below the top of the flag pole to give it a smart, nea~ appearance when the flag is flying on the <br />pole. To make my meaning clear, ~I would say the flags on our Post Office and the American National Bank are <br />properly and attractively located - the sheave or block for the flag-s halliards is installed at the top of the <br />flag pole, not some distance ~elow the top." <br /> <br />Motion of Mr. Hinton that this matter be referred to the City Manager, was adopted. <br /> <br /> 56--364 - The following letter from the Port Norfolk Baptist Church was read: <br /> <br /> "In May, 1956, the Port Norfolk Baptist Church purchased from Mrs. Hopie C. ~erry thel <br />apartment building and lot numbered 419-21 Broad St., and received the deed for same which has been properly re - <br />corded in the City Clerk's d~ice. _- ~ - .. L~d~~~8~er~--o~. When the church <br />recezved the deed to this property, notice was gzven to the renters living in the apartments that the church in- <br />tended to use it for Sunday School purposes and requested them ~o move by the end of July. Since August, the <br />building has been taken over for church purposes and now houses the four Intermediate departments of the church. <br /> The records in the office of A.E. Parker, City Tax Collector, show that the taxes on <br />this proper~y have been paid in fu$1 i~ advance for the year 195~. Since this property was dsed as rental pro- <br />perry for seven months of 1956 only and since it has for five months bedome church-owned property used for <br />church purposes only, I do now petition you on behalf of the aforesaid church that you will gran~ a refund of <br />ninety iwo dollars and eighty cents ($92.80) which is the amount of the t~xes prepaid for the five months for <br />which the property should be tax free." <br /> <br /> ~Iotion of Mr. Hinton to refer to the City Attorney was adopted. <br /> <br /> 56--365 - Motion of Mr. Smith that the City Manager be authorized ~o arrange the <br />Christmas holidays for city 9mpldyees, was_~adopted. <br /> <br /> 56-366 - ~otion offS.% Hinton that the Mayor ~nd City Manager be instructed to study <br />the question of having a full time City Attorney, ~nd of hiring o~e to work with the present City Attorney and <br />to determ/ne what salary should be paid, was adopted. <br /> <br />M. Katz, was adopted. <br /> <br />56-367 - Motion of Mr;Scott To extend the time and suspend the rules to hear from <br /> <br /> Mr. ELatz spoke in reference to something being done To correct the flooding condition <br />at the end of Dinwiddie Street. <br /> <br /> Motion 0~~ Mr. Kirby to relier to the City Manager for a report as To what causes t-his <br />condition and what can be done to remedy it, was adopted. <br /> <br /> 56-368 - Motion of Nr. Kirby that the regular meeting of the City Council, <br />for December 25th be held on Dece~Lber 18th, 1956, wa~ adopted. <br /> <br />On motion adjourned. <br /> <br />scheduled <br /> <br />Approve / <br /> <br />President. <br /> <br /> <br />
