December llth, 1956. <br /> <br />and read: <br /> <br />1957, was adopted. <br /> <br />56-361 - Th~ following ordinance, placed on first reading at last meeting, was taken up <br /> <br /> "AN OP~INANCE TO CLOSE A"PORTION OF THE ALLEY LYING BETWEEN HAMILTON AND <br /> DOUGLAS PARK AVENUES AND PORTLAND STREET A-NDTHEATLANTIC COAST LINE RAILWAY" <br />Motion of Mr. Kirby to lay the ordinance on ~he table until the meeting of January 8th, <br /> <br />BUSINESS - <br /> <br />56-377 - The following letter from the Portsmouth Supplemental Retirement System was read: <br /> <br /> "The Trustees of the Portsmouth Supplemental Retiremen~ System and the Fire and Police Re~ <br />tirement System, after consultation with Bowles, Andrews and Towns , actuaries for the two systems, on November <br />30th, 1956, recommend that the autached ordinance be adopted, to correct a few minor changes in the Police and <br />Fire Retirement Plan.= <br /> <br />Motion of Mr. ~inton rD place the following ordinance on first reading, was adopted: <br /> <br />"AN ORDINANCE TO A~END AND RE-ORDAIN SECTION 9 OF ARTICLE 2, SECTION 22 OF ARTICLE 4, <br />AND SECTIONS 32 AND 35 OF ARTICLE 7 OF CHAPTER 19 OF T~E CODE OF THE CITY OF PORTSMOUTH, <br />1951, RELATING TO CO~i~ENSATION OF MEMBERS OF THE BOARD OF TRUSTEES, SERVICE IN ARMED <br />FORCES OF THE UN]rED STATES, ORDINARY DISABILITY RETIREMENT ALLOWANCE~ AND. REFUND OF <br />CONTRIBUTI.ONS UPON WITHDRAWALS OF DEATH BEFORE RETIREMENT" <br /> <br />56-3T8~- The following letter from the City Attorney was read: <br /> <br /> "At your last meeting you referredto me a letter from the P~rt Norfolk Baptist Church re- <br />questing a refund of $92.80 for taxes paid in advance on property on Broad Street, assessed rD Ropie C. Perry <br />for the year 1956. ~Vhile taxes are chargeable against the person who o~¢ns real estate on the first day of January~ <br />of each year, yet it is the general custom to pro raze taxes for the curren~ year when pronerty is conveyed during <br />the year. The City Council has in the past relieved charges of t~xes agazus~ churches, on property purchased dur <br />lng the year and used for church purposes. The sum of Ninety ~wo dollars and Eighty two cents is the correct amoun <br />for five ~onths." <br /> <br />Motion o~ Mr. Hinton ~jla~ the refund for taxes be granted, vas adopted. <br /> <br />56-379 - The following letter £rom the Commissioner of Revenue was read: <br /> <br /> "Please be advised that E GCorprew has been assessed for~angible personal property valued <br />at $3850.00 with taxes amounting to $105.88. Our investigation reveals that the correet assessmen~ should have <br />been $2670.00 with taxes amounting to $73.43, representing an over-assessment in ~axes amounting to $32.45. The <br />taxpayer has paid the original tax of $105.88 as evidenced by his receipted tax bill ~18969. As this is de£initel <br />an overpaymen~ of $32.45, we sincerely request that s refund in this amount be made to the taxpayer." <br /> <br />Motion of Mr. Weiseman that the refund be granted, was adopted. <br /> <br /> 56-380 - Motion of Mr. Ba~er that the City Council approve.the Mayor submitting a letter <br />of transmittal to the Housing and Home Finance Agency with the workable program for urban renews%, was adopted. <br /> <br />56-381 - Motion of Mr. Baker to suspend the rules to hear from .Harvey Johnson,Jr. was <br /> <br />adopted. <br /> <br />Mr. Johnson presented the following petition: <br /> <br />"-~TEREAS~ the community of Douglas Park in the City of Portsmouth, Va. ~s now entitled <br />to receive full public services as are all other eommuniti~ of the City, and - <br /> ~/4EREAS, the residents of Douglas Park are acquiring ~heir dwelling units for ownerr <br />occupation and improvement, and <br /> WHEP~EAS, the Douglas Park management and maintenance building has in the past served s <br />very vital need as a recreation center for the use of the residents of the General <br />conauunity and <br /> WHEREAS, the disposition of the community building and prope~ty on wh~ h it is located <br />to ether than a publlc organization could operate to terminate the recreational advantages <br />or otherwise control activities in a manner wh%ch would not be for the welfare of_.the <br />general public, therefore - <br /> ~e, the undersigned citizens of Porzsmouth Va. who are residents of Douglas Park and <br />neighboring a nd adjacent co~unities to Douglas Park hereby respectfully petition the <br />Hon. Mayor and Hon. CoumciL~of the City of Portsmoqth to rake immediate steps to acquire <br />in the name of the City of Portsmouth and rD maintain and opersme the Douglas Park <br />Management and Maintenance Building as a City Recreation center and playground for the <br />use of the citizens of Portsmouth, Va. <br /> Signed - Mr. Oscar Scour - and ;hers." <br /> <br /> On motion adjourned. /~~L4~/~ ~ <br /> <br />President. <br /> <br /> <br />
