<br />At a regular meeting of the City Council, held on December llth, 1956, there were

<br />The meeting was opened with praver., by Mr. Hinton.

<br />Minutes of previous meeting were read and approved..
<br />
<br /> The following reports from the City Manager were read:
<br /> 56-369 - "I submit the attached amendment to the Building Code and recommend that it
<br />be placed on first reading."
<br /> Motion of Mr. Kirby to place the following ordinance oh first reading was adopted:

<br /> "AN ORDINANCE TO AMEND CHAPTER _I, SECTION 102 dF THE PORTSMOUTH BUILDING
<br /> CODE 1948"

<br /> 56-372 - "I submit the attached form of contract to be used in connection with hospital.
<br />ization of the medically indigent, and recommend using it, subject to your approval."

<br /> 56-373 - "I submit the attached request from the Portsmouth Transit Company for ~
<br />change in bus routes and recommend that it be referred to the City Attorney to prepare an ordinance."
<br />
<br /> "The route of the Waterview bus loop was changed December 2, 1956, on s temporary permit
<br />which expires December 12, 1956. We now wish to make this change permanent and this is to request that the
<br />City Council approve the d~scontinuance of service along Rock~idge Road from Grayson St. to Patrick St., sub -
<br />stituting therefore, operation on Grayson St., from Rockbridge Road to Western Branch Blvd. and on Western Branch
<br />Blvd. to Patrick St., and thence along present route. If you have any questions on this, I will be glad to dis -
<br />cuss them with you at your convenience.

<br />Motion of Mr. Scott to refer to the City Attorney to draw prbper, ordinance, was adopted.
<br />
<br /> 56-374 - "I submit the attached letter from Robert Marquis concerning the permit fee
<br />charged for the construction of school buildings and other public buildings in the City 6f Po~ls~outh. For your
<br />information, I desire to state that the City Code ~ovides that a fee shall be charged for all building permits~
<br />since I have been Manager, this procedure has been followed including public housing and all other permits except
<br />a permit for the construction of a Federal Goverr~ment building.
<br /> Under the ~ederal Code, municipalities are not permitted to charge a fee for
<br />Federal buildings; however, we have had no applications since I have been in Portsmouth for such a permit.
<br /> I do not recommending changing the Building Code in this respect, since the
<br />cost of the permit for construction of a building merely places the cost of the project in the proper category.
<br />As an example, the cost of the permit would be added to the cos~ of t~e school building, a municipal building or
<br />any other building constructed by the City would reflect in the cos~ of the said buildings, which is proper and
<br />correct in municipal accounting.
<br />
<br /> Motion of Mr. Weiseman to concur in the recommendation of the City Manager, was adopted.
<br />
<br /> 56-3~8 -- "I am reporting that I have corresponded with the following egencies and firms
<br />in connection with an Administrative Survey of the City of Portsmouth. Each agency and firm was requested to
<br />submit an estimate of their cost for such a survey based on the following:
