Bartlett, 8.W. Baker, W. E. Hinton, Frank L. Kirby, John E. Scott, R. Irvine <br />Smith, H. Earl Weiseman, I.G. Vase, City Manager, and B.C.' Barclay, City Attorney. <br /> <br />The meeting was opened wi%h pryaer by W.E. Ninton. <br /> <br /> The following reports from the City Nanager were read: <br /> <br /> 5~-gS - "It is in' order to consider the letters from the Ports Commission and Planning <br />Commission and the land use map attached thereto, for the proposed Merrimac Park and to name a Park Commission <br />as recommended by th~ Jamestown Festival Committee." <br /> <br /> "At a meeting held on ~ebruary 7th, 1957, the Planning Commission passed the following reso - <br /> lutioh, which is forwarded herewith for consideration by Council. <br /> 'On 0cto~er 8, 1956~ the Plauni~g .Commission passed a resolution recomme~din~ to City <br />Cohncil that efforts be made toward having the Portsmouth Federal Building~ lbcated on the downtown waterfront. <br />At that time the Planning Commission stated that the preservation, improvement and health growth of the domqltown <br />area is a malter bf vital importance to the City of Portsmouth. The Planning Commission further expressed their <br />recognition of the urgent necessity for taking certain definite s~eps toward improving the downtown area, includ- <br />ing the deve.opment of better means of access, provision of adequate o~f-street parking, and improvement of the <br />waterfront in such a .way that the do~wntown business districtf~ill be emhanced and revitalized. <br /> <br /> · The PlanrLingOommission recognizes that the Merrimac Park proposal as presented to <br />Council by the Jamestown Festival Committeewilt, if carried, oat further these objectives for downtown waterfron~ <br />v~o~eme~.t. The ~annlng Co~mlss~on hereby adopts a plan of recommended land uses for the downtown waterfront <br /> ~-ui~y zncorpor~ the Merrmmac park proposal. This plan indicates in a general way those areas suitable for <br />the foll(mving uses.p~ark, cultural, and recreational; civic buildings; retail commercial; and multi-family resident4 <br />rial; with accessory parking robe provided foreach use as required. <br /> The Plamming C ommission hereby resolves that this plam, designated as Downtown Water- <br />front Improvmment Plan: Recommended Land use and dated February ?, 1957, be submitted ~o City Council with the <br />recom~dati0n that it be for~m~lly <br /> <br /> Motion of ~r. Weisem~ that the ~owntown waterfront improvement plan as recommended by the <br />Planning Commission be approved, wa~ adopted. <br /> <br /> Notion of Mr. Hinton that the Council elect s committee for the development of the proposed <br />N errimac Park, ~as adopted. <br /> <br /> ?-89 - I sm repo~tlng that I held a conference with W.
