<br /> and health ~rowth of the downtown area is a ma~ter of vital importance to the City
<br /> of PortSmouth. The Planning Commission ~u~t~er expressed their recognition of the
<br /> urgent necessity for taking certain definite steps toward improvin~ the downtown
<br /> area, including the development of better means of access, pro vision of adequate
