l~arch 12th 1957. from Public Relations firms concerning adver~tising amd publicizing Portsmouth for the Jamestown Festival. I am reporting that I'requested that representatives of the- ~amesto~Festival Committee amd the Chamber o~ Commerce meet with me t~ discuss this matter. A~te~ two lengthy conferences, I am recommending that the question of publicizing the City of Portsmouth in connection with the Ja~es~own Festival be assigned to the ChamBer of Commerce and the Jamestov~n Festival Committee jointly. A committee composed of represent~tivesO~ the Two groups has been ap - pointed to handle this matter if they are directed so to do. The Chamber of Commerce will underwrite the large folder. I reco~end that the City appropriate the sum of $750.00 to finance the publication of 50,000 program folders uo be distributed throughout Virginia and the surrounding areas." Motion of Mr. Hinton to suspend the rules to hear from Mr. Eure from the Portsmouth Ch2amber of Commerce, was adopted. Mr. Eure presented s sample of the type of folder that the Chamber of Commerce is requesting to be published in addition to the 50,000 program folders. Motion of Mr. Hinton to place on first reading an appropriation of $2,750.00 for advertising PortSmouth during the Jamestown Festival, was adopted. We have reeezved practzcally all om the ma~erma necessary for the project, except' the t~affic controls. Home property. I am of the opinion that this location will~ ~ot interfere with the location of the~interstate highway proposed mcmoes the property. Motion of~ Weiseman to play.ce si~appropriation of $~,000.00 for sai~ pn~p~e on first reading, was adopted. 57-95 - "I am reportzng that theRecreation Department has taken over the'property re - eently presente~ to the City of Portsmouth by the Beazley Foundation at Douglas Park, to be operated as a Recrea- tion Center. There were no fnnds in the budget for the current ye~r~o, operate this facility.-- We propose to move ~he general o~fices of the Negro section of the R2creational Department to this building and ~e find it necessary ~o employ two Supervisors. I sm recommending that the ~am of $2,500.00~ be placed on ~£~rst rea~ng for the purpose of employing the Supervisors for the remainder of ~he year and to provide playground equipment and office £urniture for the Recreation Center." Motion of ~r. Smith to place an appropriation of $2,500.00 for said purpose on first reading, was adopted. 57-96 - "I am=s~bmitting the proposed budget for the Sgcial Service Bureau and recommend that it be tentatively approved and forwarded to the Department of Public Welfare' in Richmond, Va., for their consideration and that the City Manager be directed to place the budget in ~he ever~-all.City Budget for the fi~m~ year beginning July 1, 1957 and ending June 30th, 1958." adopted. .Motion o~ Mr. Weiseman to concur in the recommendation of the City Manager, was ~ Mr. Baker voting 'No'. 57-97 - "I am submitting the attached report from the Delinquent Tax Collector for your infgrmation."
