Bartlett, B.W. Baker, W. E. Hinton, Frank L. Kirby, John E. Scott, R. Irvine <br />Smith, H. Earl Weiseman, I.G. Vase, City Manager, and R.C.' Barclay, City Attorney. <br /> <br />The meeting was opened with pryaer by W.E. Hinton. <br /> <br /> The following reports from the City Manager wpre read: <br /> <br /> 57--88 - " It is in order To consider the letters from the Ports Commission and Planning <br />Commission and the land ese map attached thereto, for the proposed Merri~ac Park and To name a Park Commission <br />as recommended by th~ Jamestown Festival Committee." <br /> <br /> "At a meeting held on ~ebruary 7th, I957, the Planning Commission passed the following reso - <br />lution, which is for~rded herewith for consgieration hy Council. <br /> 'On Octoher 8, 1956, the Planning Commission passed a resolution reco~m~endinE ~o City <br />Cob_ucil that efforts be made toward having the Portsmouth Federal Building lbcated on the downtown waterfront. <br />At that time the Planning Comm~ ssion stated that the preservation, improvement and health growth of the downtown <br />area is a matter bf vital importance to the City of Portsmouth. The Planning Commission further expressed their <br />recognitio~ of the urgent necessity for taking certain definite steps toward i~proving the downtown area, includ- <br />Jug the deve.opmenr of better means of access, provision o~ a~equate off-street parking, and improvement of the <br />waterfront in such a way that the downtown business district~ill be enhanced and revitalized. <br /> The Flan~ing Commission recognizes that the Merrimac Park proposal as presented to <br />Council by the Jamestown Festival Comm~tteewilt, if carried, out further these objectives for downtown waterfron~ <br />improvement. The Planning Commission hereby adopts a plan of recommended land uses for the downtown waterfront <br />vicinity ineorpOraiin$ the Merrimac Park proposal. This plan indicates in a general way those areas suitable for <br />the followjuguses:~s~rk, cultural, and recreational; civic buildings; retail commercial; andmulti-family residen~ <br />rial; with accessory parking tm he provided for each use as required~ <br /> The Planning Commission hereby resolves that this plan, designated as Downtown Water- <br />front Improvement Plan: Recommended Land use and dated February 7, 1957; be submitted to City Council with the <br /> <br />recommendation that it be formally adopted." <br /> <br /> Motion of Mr. Weiseman that the ~owntown waterfront improvement plan as. recommended by the <br />Planning Commission be approved, wam adopted. <br /> <br /> Motion of Mr. Hinton that the Council elect a committee fo~v the development of the propoSed <br />M errimac Park, was adopted. <br /> <br /> 57-89 - "I am reporting that I held a conference with W. T. Parker, Attorney represemting <br />the taxi-cabs in the City of Portsmouth at which time Mr. White attended the conference and the question of taxi- <br />rate increases was discussed at length as well as Amendment to the Code concerning parking zones.- pre- <br /> Mr. Parker was ~ques~ced to furnish mo~e detailed information concerning the <br />operation of the taxi-cab husJuess with particular reference to income and expense and a final report will be <br />sented at the next regul~' meeting of Council provided I have been furnished with the information requested." <br /> <br /> On motion filed. <br /> <br /> 57-90 - "At a previo~iS meeting of Council, you referred to me the communications received <br /> <br /> <br />
