397 <br /> <br />April 23rd, 1957. <br /> <br /> Mo~io~' of ~Mr. Smith' that the City Manager arrauge a conference with Transit officials <br />with the City Council acting a~ a comm~ tree of the whole, was adopted. <br /> <br /> 57-154 - "At a previous meeting of the Council, I Was directed to offer for sale a <br />building recently purchased by the City of Portsmouth and located at the intersection of Race Street and Camden <br /> <br /> You will recall that this property was purchased with the idea of construct-- <br />ins a Little Lea~e Baseball Field, it later being decided to construc~ the field at Dale Homes. <br /> ~ Since~I have hot disposed of thee house, I recommend that it be used hy the <br />Recreation Department for a Recreation Center and the activities new carried on at one of the Fire Stations as a <br />Recreation Project be trensfe~red to this building. Scott to concur in the recommendation of the City Manager, was adopted. <br /> <br /> 57-I57 - "At a previous meeting of the Council ~ou referred to me a petition filed by <br />residents of Park View, concerning ~he condititn of the waterfront on or near the north end of El~Avenue. <br /> I am reporting that I insl~cted the area and found the condition referred to <br />in the petition is located on private property. ~e owner apparently is filling in a lot with used concrete pipe <br />and large blocks of cement, as well as oyster sh~lls. ~While the condition is somewhat unsightly, it does not ap - <br />pear to be a h~alth hazard, and ~rom information obtained by con~ulting .indivicLuals, this condition has existed <br /> <br /> I referred ~o the zonin~map and found that the area is zoned as 'D' ~ultiple <br />Family Dwelling District, and ~hat th~ wage'rent is~used p~ineipally for Business or Light Indu~stry, which is a <br />non-conform3_ug use. However, under Section 32-54 ~ the City CO~e, the proper~y may continue to be used as such, <br />so long asno structural alterations are made to the building." <br /> <br /> On motion filed. <br /> <br /> 57--158 - "I recommend that the Uecorations Committee of the Retail Merchants Associa- <br />tion and Ct~er of Commerce be ~erm~tted td plac6 decor~ions on and over such streets as may be selected, in <br />accordance with plans discussed at a meeting of the Committee held at 10:OO A.M., o~ ApriI 15th; said committee <br />to secure permission {rom the UtiI~ties Companies for nsc of their ~oles, and provide ample insurance in an amount <br />sufficien~ to protect the City in granting this permit. <br /> I am also repo~ti~g that the Hospital Campaign Committee has withdrawn its <br />request to i~stali s banner." <br /> <br /> Motion of Mr. Smith to concur in the recommendation of the City Manager,. was adopted. <br /> <br /> 57-159 - "I am submitting a contract between the State Highway Department, the Norfolk <br />arid Portsmouth Belt Line Railway and the City of Portsmouth for crossing on George washington Highway, and recom - <br />me~d that the proper city officials be authorized '~e sign the same ." <br /> <br /> Motion of Mr. Hinton that the ~roper city officials be authorized to sign the agreement <br />was adopted. <br /> 57-1~ - Motion of Mr. Kirby to lay on the table the question of the City taking an <br />advertisement in t~ special Jamestown Festival newspaper edition for furthe~ clarification, was adopted. <br /> <br />UNFINISHED BUSINESS <br /> <br />up and read: <br /> <br />57-136 - The following ordinance, placed on first reading at last meeting, was taken <br /> <br />"AN ORDINYkNCE TO CLOSE PORTIONS OF CLI~}'ORD STREET, BART STREET, AND VERMONT <br />AVENUE AS SHOWN ON TIKE PLAT OF LIVINGSTON LAND COMPANY AND ON THE PLAT OF <br />VIRGINIA REALTY AND INVESTMENT COMPANY" <br /> <br /> ~otion of Mr. Kirby to lay on the table was adopted. <br /> Mr. Scott voting 'No'. <br /> <br /> 57-137 - The following ordinance placed on first reading ~t last meeting was taken <br />up and read: <br /> <br />"AN ORDINANCE TO AMEND AND RE-ORDAIN SECTION 2-4 OF THE CODE OF '1'~ CITY OF <br />PORTSMOUTH, VIRGINIA, 1951, RELATING TO MEETINGS OF THE CITY COUNCIL" <br /> <br />On motion o£ Mr. Smith, said ordinance was adopted, and by the following vote: <br /> <br />Ayes: Bartlett, 5Linton, Kirby, Scott, Smith, Weisem~ua <br />Nays: Baker. <br /> <br /> <br />
