Au.qust 12, 1997 <br /> <br />Recommendation: <br /> <br />· To accept the awards and approve a motion to transfer $174,592 from the Grants <br /> Contingency account to establish two public safety grants: <br /> <br />Approval to transfer $73,622 to allow the Narcotics Unit to purchase <br />intelligence gathering and data processing equipment. This grant <br />also will pay for a data entry specialist <br /> <br />Approval to transfer $100,970 to establish a joint program with the <br />HELP and Emergency Response(HER) Shelter. This program will <br />provide training, information management systems and clerical <br />support to investigators, victim advocates and HER Shelter staff. <br /> <br />Purpose and Need: <br /> <br />This will allow the Narcotics unit to acquire intelligence gathering and <br />data processing equipment, which has not been funded through <br />regular budget'requests. <br /> <br />Domestic violence calls pose a tremendous logistical responsibility <br />on the Police Department and other service providers. This program <br />between the Police department and the HER Shelter will help the <br />agencies to address domestic violence issues more expediently and <br />effectively. <br /> <br />Financial Impact: <br /> <br />A. Local match for IDEA Drug and Organized Crime is $3,681, which was <br /> budgeted in the Police Department budget. <br /> <br />B. There is no local match for the COPS Domestic Violence Grant. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Pitts, to transfer <br />$174,592 from the Grants Contingency Account for the COPS Domestic <br />Violence Grant and the IDEA Drug and Organized Crime Grant, and was <br />adopted by the following vote: <br /> <br />Ayes: Berm, Clemons, Griffin, Pitts, Robinett, Holley <br />Nays: None <br /> <br /> - NEW BUSINESS - <br /> <br />97 ~ 230 - · Boards and Commissions <br /> <br />There were no appointments. <br /> <br />97 - 231 - Items Submitted by Council Members <br /> <br />· Mayor Holley provided information on the proposed Southside Mayors Youth <br /> Summit. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to ask the Tidewater <br />Regional Transit to study and consider a proposal to provide the TRT Public Transit <br />vehicles as possible available safe refuge for children who feel that they are being <br />threatened by other persons and need to escape the situation, and was adopted by <br />unanimous vote. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Pitts, requesting the City Attorney <br />review the City Council Rules of Order and Procedure, and draft discussion areas on <br />speakers, as part of the proposed City Council retreat, and was adopted by <br />unanimous vote. <br /> <br />Councilman Benn noted that Captain Schieb relieved Captain Klemm as <br />Commanding OffiCer of the Norfolk Naval Shipyard, Portsmouth, at the Change of <br />Command Ceremony on August 8, 1997. <br /> <br /> <br />
