<br /> We have.estimated the Federal funds as accurately as possible and believe that we can
<br />reasonably expect this much, but should these funds fall below-the amount estimqted, it would be necessary for
<br />the City of oortsmouth to make uB the differ~mc~. We feel that there is little likelihood that the City will be
<br />called upon for more than the $1,532~09~00 requested in the budget.
<br /> It is also requested that the School Board be given permission to transfer funds f~om
<br />one category to another, as has been the custom in the past, provided 'the City is no~ asked for additional funds.
<br />Should you desire any additional explanation of the Budget, I shall be happy'to give it."

<br />57-176 - The following letter from the West Side Civic League was read:
<br />
<br /> '~t a meeting of the West Side Civic League (composed of residents of the Kingman Heights-
<br />Grove Park area) held on April 23, 1957, a condition was brought to light which ~s creating a problem for the
<br />residents of Kingman Avenue.
<br /> For approximately eight months the Portsmouth Transit Company buses have been routed
<br />down Kingman Avenue, which is a convenience for the neighborhood and especially for the children who ride the
<br />buses to school. However, this stree~ does not have sufficien~ foundation to take care of the heavy buses, and
<br />the vibration of passing buses shakes the houses on ~he street, causing considerable damage. Cracks are appear-
<br />ing in the foundations, shingles are falling off, porches and steps are shaking loose from the houses, and the
<br />plastered walls are cracking.
<br /> We are bringing this to your attention with the reques~ that the roadbed be rebuilt to
<br />take care of the weight of the buses. We urge that action be taken on this matter without delay, in order to
<br />avoid further damage to homes in the area. Signed Robert O. Taylor, Pres., West Side Civic League."

<br />in her hands from collection of Dog Taxes, was adopted. .

<br />57-179 - The following letter from Ervin B. Kline was read:

<br />lng on April 9, 1957~-directed that the City of Portsmouth effective May l: 1957, be billed $1.00 per day per
<br />Portsmouth prisoner lodged in NGfolk County Jail on S~ate offenses.
<br /> This amount will be ~o cover costs incidental ~o housing, jailor and matron services.
<br /> A similar letter is being sent the City of South No~folk. With best regards, I am

<br /> 57-181 - "Please be advised that Ernest L Harrison was assessed in 1955 for tangible
<br />personal property valued for $150.00 with taxes amounting to $4.13. The assessment in question pertains to an
<br />automobile. Our investigation shows :that car was no~ owned by him on January 1, 1955. The taxpayer has paid
<br />the above tax plus penalties and interest as shown by his receipted tax bill #24114. As this is definitely
<br />an erroneous assessment, we sincerely request ~hat~a refund in the~amount of ~4.69 be made to the taxpayer."
