<br /> "RESOLUTION
<br />"V~HER~S, through the press and o~her sources, it appears that plans are
<br />under consideration to reduce operations or close the Marine Supply Forwarding
<br />Annex, Portsmouth, Va., and
<br /> WBEREAS, the Marine Corps has maintained a supply depot in the Norfolk-Ports-
<br />mouth area since October, 1920, and in this connection in November, 1950, the
<br />Marine Corps acquired the site of the deactivated Nansemond Ordnance Depot and
<br />has operated at that location since that date, and
<br /> WHEREAS, the closing of this activity would leave the Marine Corps without a
<br />supply facility in the vital Norfolk-Portsmouth area for the first time in
<br />thirty-seven years, and
<br /> WHEREAS~ ~here has been spent several millions ~ dollarson the development
<br />of the slation at Marford, and at the present time the Annex employs two hundred
<br />seven civilians and has a complement of twenty nine officers and two hundred fifty
<br />seven enlisted men, the civilian complement includirg a large number of employees
<br />with long service in the activity, whose accumulated knowledge and experience of
<br />the functions of a Marine Corps Supply activity represent a valuable potential as
<br />well ss actual asset to the Narine Corps, and
<br /> WtLEP~AS, the advantages o£ the site, both in size and location, .with its ready
<br />accessibility to land and wa~er transportatic~ and proxinnity to the Naval Supply
<br />Center and other Naval activities, are obvious, and it is the opinion of the Council
<br />of the City of Portsmouth, Va., based on past experience of the services rendered by
<br />this activity, that it would prove a serious loss to ~he Marine Corps Supply System
<br />and one ~hat would prove extremely costly in time of national emergency.
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council o£ the City of Portsmouth, Va., that
<br />our Senator and members of the House of Representatives in Congress be requested To
<br />use all possible means at their disposal To maintain Marford as a fully operating
<br />base in the Marine Corps Supply Center, and
<br />BE IT FURTHER RESOLVED, that a copy of this Resolution he £orwarded immediately to
<br />our Virginia Senators and Members of the House of Representatives, by the City Clerk."

<br /> 57-272 - An appropriation of $15,000.00 for purchasing land and constructing roads to pro-
<br />vide for lan~d fill, placed on first reading at meeting held on Augllsz 13th, 1957, was taken up.

<br />Motion of Mt. Scott to appropriate $15,000.00 for said purpose was adopted, and by the £ol -

<br />OF THE CODE OF THE CITY OF PORTSS~UTH, 1951, RELATING TO ONE-WAY STREETS"

<br />On motion of Mr. Smith, said ordinance was adopted and by the following vo~e:

<br />57-280 - The following letter from the C%ty Manager, deferred from lasz meeting, was
<br />
<br />~aken up and read:
<br />
<br /> "This item is not on your agend~ for today, but you will recall that at a conference
<br />the question of X-ray service at the Portsmouth General Hospital was discussed at length and it was determined
<br />that our contrac~ with the hospital did not include X-ray service for the patients.
<br /> After discussing this mather, at length with Mrs. Lee of the Social Service Bureau, it
<br /> has been determined that the S~a~e will no~ participate in the payment of bills of this nature unless they are
<br /> included as part of the hospitalization program, and for this reason, we have discussed with the Administrator
<br /> of the hospital the matter and he has agreed ~o include this service with the hospitalization provided the
<br /> City will agree ~o increase the~rate from $15.50 per day to $16.00 per day on a trial basis ~o extend from the
<br /> present time until December 31st of this year. I~recommend that the Council approve the added amount to the
<br /> rate for treating medically indigent patients on this trial basis."

<br />Motion of Mr. Hinton to refer this matter to the next regular meeting,
<br />57-289 - The following zoning application was taken up:
