Vass, City ~a~ager, and R.C.Barclay, <br />City Attorney. <br /> <br />The meeting was opened with prayer by the Rev. Eugene V~ite. <br /> <br />Minutes of meetings of Augu~ ~3th,:1957 and August 20th, <br />The follomdng reports from the City Manager were read: <br /> <br />1957, were read and approved. <br /> <br /> 57-291 - "I am reporting that I have employed Dr. Samuel Graham as Director of Public <br />Health and Welfare for the Cit~ of Portsmouth, effective October 1st, 1957, at a salary of $10,000.00 annually. <br />A copy of his~backgrou~d q?alifica~ions have be~n presented ~o you-a~ a former meeting of Council." <br /> <br />On motion filed. <br /> <br /> 57-~92 r '~I ~ubmit a Qontract between th~ Centerline Corporation and the City of <br />Portsmouth for lining certain water mains within the City. This project has been approved in the current city <br />budget. I recommend that the proper city official be authorized and directed to 'execute the contract for and on <br />behalf of the City and that the City Clerk attes~ the same and affix the City seal thereto." <br /> <br />Motion of NLv. Kirby that the p~oper-.city officials be authorized to sigu the contract~ <br /> <br />was adopted. <br /> <br /> 57-293 - <br />and Power Compan~ fo~a small p~cel <br />officials be authorized and directed <br />City Clerk attest the same and affix <br /> <br />"I submit an easement from the City of Portsmouth to the Virginia Electric <br />of lander Lake.Kilby for a sub-station and recommend that the proper city <br />to execute the same for and on behalf of the City of Portsmouth and that the <br />the City seal thereto." <br /> <br />~otion of Mr. Weiseman that the proper city officials be authorized ~o sign the ease- <br /> <br />~ent, was adopted. <br /> <br /> 57-294 - "At a previous Council meeting you directed me to write Col. Copeland in re- <br />gard to the concern of %he City Council of the continued i~crease in the Welfare budget. I submit his reply <br />for your consideration." <br /> Attached - "Thank you for your te. tter of July 3~, with reference ~o the ~ ncern of the <br /> City Council over the continued increase in the City's budget for public welfare. Mr. Painter told me of his <br /> recent conversation ·with you regarding this and other matters. We share your d~sire and that of ~he City Council <br /> t~at the public welfare program in the City be operated as efficiently and economically as is consistent with <br /> true purpose, and intent of ~e statu~es. <br /> Please convey ~o the Council my appreciation of this expressio~ of their <br /> view. We always welcome~ :the views of local governing bodies mn such matters." <br /> <br /> Motion of Mr. Kirby that the City Manager write a letter requesting that every effort <br />be made to have more stringent requirements in the Virginia Publie Assistance category Aid to Dependent Children <br />with special attention, to. the repetitive illegitimate children, was adopted and by the following vote: <br /> <br /> Ayes: Bartlett, Kirby, Smith, Weiseman <br /> Nays: Baker, Hinton, Scott <br /> <br /> 57-295 - "I submit the proposed estimates for the Depart%uent of Public Welfare (Social <br />Service Bureau) for the fiscal years ending June 30th, 1959 and June 30th, 1960 as required by the State Code <br />· n order that the estimates may be submitted to the Governor through the Director of Welfare and Institutions <br />preparation of the State Budget for the biennium. It is understood that the City Council can change or alter <br />the budget as it sees fi~ when it comes up for adoption in your regular budget conferences from year to year." <br /> <br /> "We enclose our budget estimates for the biennium beginning July l, 1958, in accordance <br />with Sections 63-69.1 and 63 - 69.2 of the Code of the State of Virginia. These sections require the governing <br />body ~o adopt tentatively by September 1, budgets for financing the welfare program. These sections fur~ er <br />provide that budgets tentatively adopted by the localities shall be forwarded to the Director of the Department <br />of Welfare and instigations for tabulation and submission ro the Governor for his consideration in the prepara - <br />tion of the budget for submission ro the General Assembly. <br /> We observe a declining case load during the past year, except for Aid to Permanently <br />and Totally Disabled and Foster Care. This has been taken into consideration, but we have also estimated an in - <br />crease of 15% in the average relief grant to cover tendency toward higher shelter costs and to cover the medical <br />program which the State office hopes to initiate by October 1. We greatly hope we c~] bring all medical outlay <br />under the program whereby the locality will be relieved of any 100% of cost payments. We have endeavored to anti~ <br />cipate this in the above explained increase. Our estimates are conservative and do not allow for any unforesee~ <br />economic catastrophe. <br /> We have used the same administrative estimates submitted for the current year except <br />we have taken into consideration salary increases which will become effective if there is no staff turnover. We <br />have increased the item for car upkeep by $70.00 per year on suggestion of Mr. Dulaney as our cars are aging, <br />We have also included his estimate for a replacing car each year. The mnly other items of need anticipated are <br />for two replacing typewriters (old ones are ~0 and 15 years old approximately) and for desks and chairs which are <br />even now noticeably worn. We wish to call your attention to the fact that the State approved $500.00 per month <br />for ren~ of office space in the current budget and this same amoun~ is shown in the biennium estimates, We are <br />actually paying $300.00 now but do hope you can arrange for a more adequate facility. <br /> These estimates are ourbest judgment as to an au~icipated realistic need, bearing in <br />mind the ~act that the locality must provide any amount required which is uncovered by State funds. The City is <br />in no way bound by your tentative approval of these estimates." <br /> <br /> Motion of Mr. Weisemanm approve the estimates was adopted and by the following vote: <br /> <br /> Ayes: Bartlett, Minton, Kirby, Scott, Smith, Weisemen <br /> Nays: Baker <br /> <br /> <br />
