September lOth, L~57. <br /> <br /> Motion of Mr. Baker that where any recipient of welfare aid has been arrested and con <br />victed that a letter from the Welfare Department ~be forwarde~ £rom the City Council advising them of conviction, <br />was adopted. <br /> <br /> 57-318- "I am reporting that the parking lot between King, County,Court and Dinwiddi <br />Streets, generally re~erred to as Lot A, will be Gleared ~£ all buildings by the end of the week. We are prepared <br />to award a contract for pavingduring the week September 15th - 20th. The other two lots will be cleared o~ <br />structuresas rapidly as possible~and paved immediately ~ollowing clearing." <br /> <br />on motion filed. <br /> <br /> 57-3t9 - "I submit two contracts received in connection with the water works improve- <br />ments in Nan~emon~ County and concur in the recommendation~ of the Superintendent of the Water Department and <br />Consnlting Engineer that the contracts be awarded to the lowest bidders as fellows: <br /> ~.R. It has been <br />reported to me by the Directo~ of l~ublic Works who has been a member of the Mosquito Control Committee for a <br />her of years~ tha~ when the Mosquito Control law was £i~st enacted and the' State appropriated funds that the total <br />appropriation was $100,000.00 for State part-icipati~n~ and that there were ten mosquito control areas within the <br />State, each receiving$10,000~00o Since the original appropriations, the total' ~ppropriation tm s not been increas- <br />ed, yet there have been several control areas ~dded. This has resulted in a reduction in funds to each individual <br />area.~ <br /> The purpose of this resolution is to request the Governor to include asuf- <br />ficient amount of funds in his budget for the biennium to enable the City of Po~tsmouthto receive its full quota <br />of mosquito control funds originally p~ovided, in the'sum of $10,000.00 annually." <br /> <br />On motionb~ Mr~ Scott the following~resolut~on ~was adopted: <br /> <br /> 'w~REAS, the presence of mosquitoes-has already~created and may create <br />additio~Lfhe'alth problems in Portsmouth City and tremendous hordes of pest mos - <br />quitoes do"cause annoyance and discomfort thereby having a great economic effect on <br />this city; and <br /> WHEREAS, the 19~0 General Ammmebly and later assembli'es, recognizing these <br />facts, enacted a law providing for~y conmamity in Virginia to create a mosquito control <br />district 'wi~reby the local governing body defines the' boundaries and appoints two members <br />to a commission , the third member and ex-officio chairman heing the state health comm*s- <br />sioner; and <br /> WHEREAS, such commissioners conduct the affairs of each mosquito control <br />district and are fully responsible therefor and serve without pay; and <br /> WHERE~, by law the State Board of Health is eml~owered to contribute to <br />such mosquito control districts an annual fund equal to 25 per cent of the funds col - <br />lected locally but nat to exceed $10~000o per distriet; and <br /> ~HEREAS, the State ~n recent years, has failed ~o appropriate sufficient <br />funds to allow the full state aid provided by the law; and <br /> WHEREAS, this curtailment in state funds has seriously affected the amount <br />of work undertaken; Therefore be it <br /> RESOLVED, That the City Council of Portsmouth bring this ma~ter to the at- <br />tention of the Honorable Oovernor Thomas B. Stanley and mequest him to include sufficient <br />funds in his 1955-t960 budget to allow the full state aid as provided by law; and be it <br /> RESOLVED farther, That the Clerk send a copy of this resolution to the <br />Governor and the city's representatives to the State Legislature." <br /> <br />57-321 - The City ~r presented th~ following letter and recommended that a <br /> <br />ce~tif$~,mgagency be named: <br /> <br /> "This refers to our recent conversation with regard to the City o~ Ports- <br />mouth~s allocation of Section 221 relocation housing. <br /> Please be advised that the next step in this program is for the City Council <br />to designate a 'certifying agency' which will be responsible for issuing letters of cer- <br />tification to ~amities displaced by governmental action. We feel it our duty to inform <br />you that in most localities this re~ponsibility is delegated to the loCal Redevelopment <br />and Housing Authority, since mosm of ~h~Lfamilies are displaced ~rom areas in which time <br />Authority is taking an active part. <br /> If it is the pleasure Of Council that another agency or department of the <br />City be so designated, it is my personal recommendation tha~ action be taken as soon as <br />possible, so that families we are currently ~iisp!acing from the LincolnPark SiteLand the <br />ones we will he displa~ shortly from the Billy Goat Alley Site may avail themselves <br />of these relocation benefits. <br /> If you have any question on this or if I can provide any further information, <br />please do not hesitate to call me. <br /> Signed - Donald J.
