without the area proposed £or annexation, assure'the fact that Norfolk County will remain a growing and vigorous
p~litical'subdivbion. The County~borders onthree cities, one o£these the largest in Virginia and gnother the
£ourth largest. Does Mr. Hillard suggest that.the national trend o£~peoplemoving out-of cities will cease?
In conclusion, I should like,to say tha~ there are.m~ny 'compeiiiug reasonswhy this
Annexation suit is necessary. I would not presume to in~ringe upon theduties of the attorneysor the engzneers
who have been retained to represent the City of Portsmouth when the case is heard. I have not endeavored to argue
this case. I leave that to the lawyers. The Court, after hearing the evidence, is fully competent to decide
what should be the final disposition of this suit, which has been pending for so long. I did not, however, feeI
t~at t could let some of the remarks made go,unanswered, and I also determined that it would be improper and
imprudent £or our lawyers to publiciy answer them. Therefore, I say to ~Ir. Hillard and his associates -- Let
the case be heard on its merits. The people in the City and the people in the ares proposed for annexation have
waited tong enough. None should be confused by political threats, emotional appeais, or inaccurate statements
made at public meetings. This Commonwealth has a eplend&d history fer sound judicial determination, in no phase
has Virginia distinguished itself more than the study which its laWmakers hale put toward perfecting a fair and
equitable annexation law. Let that law function~ Let the case be heard in the Courthouse - ~ot in the fire
house. '~
57-312 - I reporting ~that to amend the contract with the Portsmouth General Hoe -
~pital for hospitalization of the medically indigeat by fifty cents per day to cover the cost of Xray services, it
would cost the City, based on the months of June and July, between $158.00 and $195.50 per month. ~
I am recor~mending that this increas~ be allowed 'for the remainder of this
calendar year on a trial basis only, at wh~h time a revaluation of 6he rate the City pays to the hospital for' the
medically indigent will be reviewed and subjec~ ~o change if desired."
Notion of Mr~ Smith to refer to the MaySr and City Manager for further consideration,

was adopted.

57-313 - ~'I .am submitting a request from n.M. Stanton for use permit to install a
sign on city property. Since we have been striving for several years to rid the City of the use of City streets
by individuals aud due ~urther to the fact that business operated at the location is highly competitive with many
other similar bubi~esses within the City of Portsmouth a~d in my opinion would be unfair to other like businesses
for the City to grant such a permit, and ~urthem, a~ er having gone on the premises and viewed the location, I
find it located at a point where the City-has nowunder construction the Widening and improvement of the street and
will require the sign to be removed in order that the street improvements may be made.,
I therefore do not recommend that the use permit be granted."
Motion of Mr. Hinton to concur in the recommendation of the City Manager and that the
