Does Mr. Hillard suggest that.the national trend o£~peoplemoving out-of cities will cease? <br /> In conclusion, I should like,to say tha~ there are.m~ny 'compeiiiug reasonswhy this <br />Annexation suit is necessary. I would not presume to in~ringe upon theduties of the attorneysor the engzneers <br />who have been retained to represent the City of Portsmouth when the case is heard. I have not endeavored to argue <br />this case. I leave that to the lawyers. The Court, after hearing the evidence, is fully competent to decide <br />what should be the final disposition of this suit, which has been pending for so long. I did not, however, feeI <br />t~at t could let some of the remarks made go,unanswered, and I also determined that it would be improper and <br />imprudent £or our lawyers to publiciy answer them. Therefore, I say to ~Ir. Hillard and his associates -- Let <br />the case be heard on its merits. The people in the City and the people in the ares proposed for annexation have <br />waited tong enough. None should be confused by political threats, emotional appeais, or inaccurate statements <br />made at public meetings. This Commonwealth has a eplend&d history fer sound judicial determination, in no phase <br />has Virginia distinguished itself more than the study which its laWmakers hale put toward perfecting a fair and <br />equitable annexation law. Let that law function~ Let the case be heard in the Courthouse - ~ot in the fire <br />house. Stanton for use permit to install a <br />sign on city property. Since we have been striving for several years to rid the City of the use of City streets <br />by individuals aud due ~urther to the fact that business operated at the location is highly competitive with many <br />other similar bubi~esses within the City of Portsmouth a~d in my opinion would be unfair to other like businesses <br />for the City to grant such a permit, and ~urthem, a~ er having gone on the premises and viewed the location, I <br />find it located at a point where the City-has nowunder construction the Widening and improvement of the street and <br />will require the sign to be removed in order that the street improvements may be made., <br /> I therefore do not recommend that the use permit be granted." <br /> <br /> Motion of Mr. Hinton to concur in the recommendation of the City Manager and that the <br />owner be required to remove the pole, was adopted. <br /> <br /> 57-314 - "It is 'in Order ~o receive and have placed in the minutes of the City Coun- <br />cil a resoldtion on' the fire at Monroe Hotel." <br /> <br /> On motion of Mr. Smith, the following resolution was adopted: <br /> <br />'~WHEREAS, on Friday mprning, August 9th, 1957, a disastrous fire <br />destroyed MonroeHotet building, one of ~ortSmouth s landmarks, 8nd <br /> <br />;'~EREAS, due to the quick thinking courageous and heroic action of <br />many people, particularly members of the Police and Fire Departments <br />on. duty at that ti~, as'well as the management amd personnel of the <br />Monroe ~o~el, no lives were lost nor was there~ a major .injury, and <br /> <br />Atlantic Coast Line Railway <br />code at this location." <br /> <br />WHEREAS, valuable and timely assistance was rendered by our neigh- <br />boring Fire ~epartme~ts in Norfolk County as well as the Norfolk <br />Naval Shipyard and Naval Hospital and by many other individuals and <br />groups of people, <br /> <br /> NOW, THEREFORE BE IT~RESOLVED by the Council of the City of Ports- <br />mouth, Virginia, that the sincere appreciation and gratitud~ of the <br />City Council, representing all o~ t~e people o£~Portsmouth~ be ex - <br />pressed ~o all of those ~dividuals from the City, the County, the Naval <br />Shipyard, Naval Hospital and elsewhere, for their heorism, courage, <br />quick thinking and action in removing the occupants of the building <br />and controlling the fire, and <br /> <br />BE IT FUR~!4ER RESOLVED that a cop~ of these cesolutions be spread upon <br />the minute books of the City and a copy ~orwarded to those known to have <br />rendered assistanbe." <br /> <br />57-315 - "I am reporting that I investigated the cross~ of Columbia St. and the <br />Company, which was referred ~o me at a previous meeting.
