Kirby, John E. Scott, <br />R. Irvine Smith, H. Earl Weiseman, I.G. Vass, City Manager, R.C.Barclay,City Attorney, <br /> <br />The meeting was opened with prayer by ~ouncilma~ Hinton. <br /> <br />Minutes of previous meeting were read and approved. <br /> <br /> The following reports from the City Manager were read: <br /> <br /> 57-34S "The following bids were received for the paving of the City's parking lot <br />located between Court and Dinwiddie Streets, with access into County and King Sts.: <br /> <br /> P.A. Duke and Company, Inc. $19,600.00 <br /> Robert R. Marquis 17,960.00 <br /> Aldo Engineering & Construction Corpn. 16,880.00 <br /> Viola Brothers 14,880.00 <br /> <br /> I submit the Director of Public Works' recommendation for awarding the <br />contract for paving the Off-arTs'et Parking Lot as set out .above and concur in his recommendation that Viola <br />Brothers be awarded the contract in the sum o£ $14,g80.00 and that the proper city officers be directed to exe- <br />cute the contract when prepared and approved'by the City Attorney." <br /> <br /> Motion of Mr. Kirby that the contract he awarded the low bidder, subjec~ to the con - <br />tractor complying with all ordinances of the City, was adopted. <br /> <br /> 57-349 - "I am submitting the map requested at a previous Council meeting in connec- <br />tion with closing a portion of Vermont Avenue. The map clearly indicates that portion of Vermont Avenue requested <br />to be closed." <br /> <br /> On motion filed. <br /> <br /> 57-350 - "I am reporting that work has begun on the High S~reet sidewalk construction <br />and is progressing in a satisfactory manner." <br /> <br />On motion filed. <br /> <br /> 57-351 - "It is in order to take from the table the recommendation of a previous <br />meeting to prohibit parking on High Street between Halifax and Hamilton Avenues. My recommendation remains the <br />same that parking should be prohibited in this area." <br /> <br />Motion of Mr. Baker that this be deferred until the meeting of October 15th,was adopte~ <br /> <br /> 57-352 - "I regret that due to my absence, it will be impossible to report on Colum- <br />bia St. at this time. I recommend that it be carried over ~o s future meeting." <br /> <br />side of South St. <br /> <br /> On motion filed. <br /> <br /> 7?353 - "I suggest that the question of a two hour parking regulation on the north <br />be carried forward until the next meeting." <br /> <br />Motion of Mr. Smith to suspend the rules to hear from interested parties, was adopted. <br /> <br /> The following people spoke ohjecting To the taxi zone on South Street, and requested <br /> two hour parking: Mrs. Frazer, E.E. Williams, William Kidd, Mrs. A.M. Hillman, Mrs. Jacobs. <br /> <br /> 'Motion of Mr. Kirby that the old taxi stand be used and the new taxi stand on Sodth <br />~Street not be used until further investigation and report by the City Manager, was adopted. <br /> <br /> 57-354 - "I am reporting that a plan has been developed for the control of traffic <br /> movement at London St. and Second Ave., but has not been put into effect. This will be reported to you at your <br /> next meeting." <br /> <br /> On motion filed. <br /> <br /> 57-355 - "I recommend that the sam of $5,000.00 be placed on its first reading for <br />the purpose of purchasing polio vaccine. I am also reporting that the special_ ~appr°priati°n in the sum of <br />$5,000.00 for the fiscal year ending June 3otb, 1957, was not used but was charged out of the records at the <br />close of the fiscal year. <br /> <br />Motion of Mr. S$ith Do lay on the table until next meeting for further information~ <br /> <br />was adopted. <br /> <br /> 57-356 - "It is in order ro consider the request of Charles U. Lewis ~o be heard con <br />cerning the refund of fines." <br /> <br />Motion of Mr. Baker ~o s~spend the rules to hear from Mr. Lewis, was adopted. <br /> <br /> Charles U. Lewis and N.L. McKee spoke concerning the refunding of fines paid for <br />left turn violations at High~and Washington Sts. <br /> <br /> U~INISttED BUSINESS - <br /> <br /> 57-330-- An appropriatio~ of $10,000.00 to defray the cosz of annexation, placed on <br />first reading at last meeting, was taken up. <br /> <br /> <br />
