October 8th, 1957. At a regular meeting of the City Co%u~ci~, held on. October Sth, 1957, there were presen~ A.C. Bartlett, B. W. Baker, W. E. Hinton, Frank L. Kirby, John E. Scott, R. Irvine Smith, H. Earl Weiseman, I.G. Vass, City Manager, R.C.Barclay,City Attorney, The meeting was opened with prayer by ~ouncilma~ Hinton. Minutes of previous meeting were read and approved. The following reports from the City Manager were read: 57-34S "The following bids were received for the paving of the City's parking lot located between Court and Dinwiddie Streets, with access into County and King Sts.: P.A. Duke and Company, Inc. $19,600.00 Robert R. Marquis 17,960.00 Aldo Engineering & Construction Corpn. 16,880.00 Viola Brothers 14,880.00 I submit the Director of Public Works' recommendation for awarding the contract for paving the Off-arTs'et Parking Lot as set out .above and concur in his recommendation that Viola Brothers be awarded the contract in the sum o£ $14,g80.00 and that the proper city officers be directed to exe- cute the contract when prepared and approved'by the City Attorney." Motion of Mr. Kirby that the contract he awarded the low bidder, subjec~ to the con - tractor complying with all ordinances of the City, was adopted. 57-349 - "I am submitting the map requested at a previous Council meeting in connec- tion with closing a portion of Vermont Avenue. The map clearly indicates that portion of Vermont Avenue requested to be closed." On motion filed. 57-350 - "I am reporting that work has begun on the High S~reet sidewalk construction and is progressing in a satisfactory manner." On motion filed. 57-351 - "It is in order to take from the table the recommendation of a previous meeting to prohibit parking on High Street between Halifax and Hamilton Avenues. My recommendation remains the same that parking should be prohibited in this area." Motion of Mr. Baker that this be deferred until the meeting of October 15th,was adopte~ 57-352 - "I regret that due to my absence, it will be impossible to report on Colum- bia St. at this time. I recommend that it be carried over ~o s future meeting." side of South St. On motion filed. 7?353 - "I suggest that the question of a two hour parking regulation on the north be carried forward until the next meeting." Motion of Mr. Smith to suspend the rules to hear from interested parties, was adopted. 'Motion of Mr. Kirby that the old taxi stand be used and the new taxi stand on Sodth ~Street not be used until further investigation and report by the City Manager, was adopted. 57-354 - "I am reporting that a plan has been developed for the control of traffic movement at London St. and Second Ave., but has not been put into effect. This will be reported to you at your next meeting." On motion filed. 57-355 - "I recommend that the sam of $5,000.00 be placed on its first reading for the purpose of purchasing polio vaccine. I am also reporting that the special_ ~appr°priati°n in the sum of $5,000.00 for the fiscal year ending June 3otb, 1957, was not used but was charged out of the records at the close of the fiscal year. Motion of Mr. S$ith Do lay on the table until next meeting for further information~ was adopted. 57-356 - "It is in order ro consider the request of Charles U. Lewis ~o be heard con cerning the refund of fines." Motion of Mr. Baker ~o s~spend the rules to hear from Mr. Lewis, was adopted. Charles U. Lewis and N.L. McKee spoke concerning the refunding of fines paid for left turn violations at High~and Washington Sts. U~INISttED BUSINESS - 57-330-- An appropriatio~ of $10,000.00 to defray the cosz of annexation, placed on first reading at last meeting, was taken up.
