56 <br /> <br />November 12th. 1957. <br /> <br />At a regular meeting of the City Council, held on November 12th, 1957, there were present: <br /> <br />A.C.'Bartle~2, B.W. Baker, W~E.'Hinton, F.L. Kirby, John E% Scott, R.Irvine Smith, <br />H.Earl Weiseman, I.G. V~s~, City Manager, and R.C. Barclay, City Attorney. <br /> <br />The meeting was opened with prayer by Councilman Weiseman. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 57=386 - "I am reporting that I have received an estimate from the Department of Public <br />Works in the sum of $22,000.00 for removing the median strip and replacing with a concrete base and resurfacing <br />the entire~area from Hamilton Avenue to the Atlantic Coast Line Railroad; however, at this season of the year it <br />is rather risky to undertake s resurfacing job of this size. If tho Council feels the need for quick action in <br />such that we should undertake the work at this time, I would recommend that the grass plot be removed and that we <br />only apply a binder course to the portion of the street that ls now included in the grass park area and that the <br />final application of the asphalt pavement be applied early next summer." <br /> <br /> Motion of Mr. Kirby that the City Manager advertise for bids on December 27th, 1957, for <br />this work was lost and by the following vote: <br /> <br />Ayes: Bartlett, Kirby, Scott <br />Nays: Baker, Hinton, Smith, Weiseman <br /> <br /> Motion of Mr. Weiseman that the City Manager proceed at once with the removal of the grass <br />plot'at the west end of High Street, was adopted. <br /> <br /> 57-387 "I recommend that the sum of $250.00 be placed on first reading, for the purpose <br />of paying a commission to the Broker for purchasing the lot on County Street for the purpose of widening the <br />street." <br /> <br />lowing vote: <br /> <br />Motion of NLr. Kirby to appropriate $250.00 for said purpose was adopted, and by the fol - <br /> <br /> Ayes: Bartlett, Baker, Minton, Kirby, Scott, Smith, Weiseman <br /> Nays: None. <br /> <br /> 57-388 - -! recommend that the sum of $1,500.00 be placed on its first reading for the <br />purpose of erecting a fence to inclose a lot at the new land fill for storing our machinery and equipment that <br />is required to be used at this location." <br /> <br /> Motion of Mr. Weiseman to place an appropriation of $1,500.00 for said purpose on first <br />reading, was adopted. <br /> <br /> 57-389 - "I am reporting that Kings Square parking lot is completed except for the meters <br />and we were today promised delivery by the first of next week. The other two lots have been cleared and rough- <br />graded and the contractor is now in the process of starting his concrete work. We will proceed just as rapidly <br />as possible to have them completed a~ an early date." <br /> <br />On motion filed. <br /> <br /> 57-390 - "I am attaching hereto recommendation by R.T. Trafton, Supt. of the Electrical <br />Department and Traffic Control, and concur in his ~%commend~tion that the two parking spaces presently located <br />for taxi=-cabs at the northeqs~ corner of South and Washington Sts. be moved so the east side of Washington St. <br />immediately south of the~tunBel bu~ <br /> <br /> Motion~ of Mr. Smith ~o concur in the recommendation of the City Manager, was adopted. <br /> <br /> 57-391 "I am reporting that it will require sixteen parking mezers in the 500 and 600 <br />blocks of Chestnut St. to meter that area and 56 meters in the 400, 500,6~0 and 700 blocks of County St. ~o meter <br />the ares. We have on hand 52 meters and we would be required to buy 20 at an estimated cost of $75.00 each." <br /> <br /> Motion of Mr. Smith that the question of parking meters ~n County Street be tabled until <br />after the parking tots are in operation and parking be limited to one or two hours, at the discretion of the City <br />Manager, was adopted. <br /> <br /> Motion of Mr. Kirby that parking meters be installed in the 500 and 600 blocks of Chestnut <br />St., was adopted. <br /> 57-392 "I am reporting on the question of corporat6 limit signs with particular refer - <br />ence to the sign that was removed st the west corporate limit on Rouze 58. I had instructed that the sign be re- <br />installed. I find that in the past the Electrical Department has installed the corporate limit signs and I had <br />instructed that the signs be installed accurately on the corporate line due to certain legal technicalities. <br /> It was found that the corporate line was the center of the creed bed in which <br />there is located s concrete pipe, The p~pe is so near the surface of the ground that it is impossible zo install <br />a post. <br /> <br /> I have conferred with Mr, Barclay concerning the legal technicalities that could <br />arise and was informed that if we painted a white line across the s~reet or highway and installed our sign at a <br />distance therefrom and state on the Sign that the corporate limit is feet from the City limits, this would <br />take care of the legal technicality. Before having the sign installed, I thought'I should report this condition <br />Eo City Council, The prevmous corporate limits sign was not installed at the City limits." <br /> <br />On motion filed, <br /> <br /> 57-393 - "You have a copy of the letter from Mr. Clyde Cooper, which has been placed on <br />the agenda for your information." <br /> <br />On motion filed, <br /> <br /> <br />
