At s regular meeting of the City Council, held on December 10th, 1957, there were present: <br /> <br />A.C. Bartlett, B.W. Baker, W.E. Hinton, Frank L. Kirby, John E. Scott, <br />R. Irvine Smith, H. Earl Weiseman, I.G. Vass, City Manager, and R.C.Barclay,City Attorney. <br /> <br />The meeting was opened with prayer by ~Lr. Hinton. <br /> <br />Minutes of the previous meeting were read and approved. <br /> <br />The following reports from'the City Manager were read: <br /> <br /> 57-416 - "I am submitting a report on the progress on the City parking lots. You will <br />observe that~one lot is completed including the proper lighting. This is King Square Parking lot. Proctor <br />Square parking lot is completely paved. <br /> The standards for the parking meters are installed and the Virginia Electric <br />and Power Company is in the process of installing the lighting facilities for the lot. We are permitting parking <br />on the lot as is at the present time. <br /> <br /> Edi~b~guParking lot has been paved partially and had the weather no~ pre- <br />vented would have b~en completely paved~except for the lot under condemnation. <br /> <br /> Our attorneys have not given me authority to proceed at the present time with <br />the paving. The completion of the lot is being delayed due To legal technicalities. The total expenditures to <br />date for all lots is shown in the attached report." <br /> <br />On motion filed. <br /> <br /> 57-417 - "I have continued the study initiated shortly after I was requested to repor~ <br />on an Incentive Award Program. We have secured information from other areas. The matter has been discussed with <br />the Department heads and Supervisors in the various departments of the City Government as well as our Legal De- <br />partment. There are several questions that we have nor~ been able to determine~ one particularly is whether or <br />not it would be legal to pay the reczpient of an award from tax money. Another ts, would it be illegal or in <br />violation of Civil Service rules to pay a member of the Police and Fire Departments under Civil Service for an <br />award since it might be considered as an increase in pay. <br /> The Department heads were polled individually and in every instance were of <br />the opinion that it would be ~ most difficult program to administer and in their minds, doubt.ful of results.They <br />informed me that in their opinion the employees of the City were using every effort to improve the services to <br />lhe City at the present time. <br /> If it is the pleasure of the Council to continue this study, I will be very <br />glad to do so and file a complete report at a near future date." <br /> <br />On motion filed. <br /> <br /> 57-418 - "I am reporting that the Recrea%ion Department has been moved ~o the new office <br />building on Race St. The building provides adequat~ offTce space for the Recreation Department, and in my opinion, <br />it is more suitable and convenient than the building they were occupying at Dale Homes. The Dale Homes building is <br />now being used as a recreation center replacing the operation that had 'been carried on at the Des Moines Ave. fire <br />station building." <br /> <br />On motion filed. <br /> <br /> 57-419 - "I am reporting the extension of the fire alarm system to the industrial area <br />south of the Naval Shipyard has been completed and that the system is now ~n operation" <br /> <br />On motion filed. <br /> <br /> 57-420 - "I am pleased to report that the Bureau of Public Roads and the Virginia De - <br />partment of Highways have approved the proposed street projects on Elm Avenue and Airline Boulevard, in accordanc~ <br />with our request." <br /> <br />On motion filed. <br /> <br /> 57-421 - "I am reporting that the Chamber of Commerce has informed me that the cos~ of <br />advertising in the Wall Street Journal in the National edition would be $10,640.00 and that the circulation would <br />be 438,160 against 191,918 in the Eastern edition that was proposed in the schedule furnished Council at the pre- <br />vzous Council meeting. The Chamber has begun their advertising program in the Eastern edition; however, if it is <br />the pleasure of the Council to change to the National edition, it can be done by adding the additional cost. How- <br />ever, I do not believe we have the sum in the budget ro cover it." <br /> <br /> Inclosure - "Representatives of the Industrial Commission have asked me to submit to you the advan- <br />tages of having Council approve the expenditure of $144.00 for an advertisement of abo~t five inches in depth, <br />one column wide in the New York Times 1958 Business Projection Review Section. <br /> This publication would be issued in January and has a circulation of 600,000~aud we have <br />been advised that if it is retained by many of the top executives in the country for reference during the year. <br /> The State of Virginia ~ill have two solid pages in this Review. Large ads will be run <br />by the TVDC, Virginia State Ports Authority, Norfolk Port Authority and State Conservation and Development Com - <br />mis~ionsPortsmouth will benefit immeasur'ably in this publication because it will tie in with large ads from other <br />Tidewater agencies. ~ <br /> In the original review ot expenditures of Industrial Advertising:by the City there is <br />amount of $340.00 for reprinting of the inclosed folder. Upon investigation, which was snggested by one of the <br />Councilmen, and with the co-operation of the City, we believe that this can be run off by Nr. Frank Noore for <br />considerably less than $340.00 and I am sure it will no~ exceed $200.00, which would allow $144.00 for this ad. <br />This information is sent you in the form of a suggestion and no formal action has been taken in the matter; howeve <br />it seems to appeal to several intelligent people that we talked ~o this morning.
