December 17th, 1957. <br /> <br /> "The Board of Directors of the Chamber of Commerce, at the regular meeting Thursday <br />night, unanimously passed a resolution congratulating the City Councilmen and Mayor and yourself for acquiring <br />an option on the Seaboard Air Line Railroad Company property, same To be developed as Merrimac Park. <br /> Leadership of this nature indicates a progressive spirit on the part of the City <br />Councilmen in the affairs of the City. If ~ are ro maintain an efficient school system we must have good <br />teachers. The only way we can keep our good teachers and attract capable replacements is to maintain a salary <br />schedule equal to those o~ other school divisions in the ares. <br /> Norfolk has already provided sufficient funds to raise the salaries of all degree <br />teachers three hundred dollars and all non-degree teachers now at the maximum two hundred dollars per year.While <br />other school divisions i~ the area have not taken any official action as yet, t am sure their salary schedules <br />will be raised. <br /> To keep Portsmouth teachers' salaries for 1958-59 in the same relative position with <br />those of Norfolk as of 1957-58, approximately three hundred and eighteen thousand dollarsLwill be required. To <br />maintain the present salary schedule and To give raises comparable To those provided by Norfolk, will require <br />approximately two hundred and eighteen thousand dollars, the additional ninety thousand dollars will be_~equired <br />To make up the >anticipated reduction in Federal funds. <br /> The Portsmouth City School Board instructed me at its meeting on Thursday, December <br />1~, 1957, to apprise the City Manager and Council of these facts." <br /> <br /> Motion of ~r. Smith to refer this matter to the conference to be held relative to <br />salary increases for other city employees, was adopted. <br /> <br />57-449 - Mr. Weiseman presented the following resolution and moved its adoption: <br /> <br /> "WHEREAS, R.C. Barclay,Sr., our honored and respected City Attorney, has reached <br />retirement age and will sever his connection with the City of Portsmouth, ss head of <br />its legal department, on January 1st, 1958, and <br /> W}IEREAS, the thirty-six years Mr. Barclay has served the City have been marked <br />with loyalty and devotion to duty, and his quiet manner has fitted him particularly to <br />deserve and receive the well-earned plaudits of our people, and <br /> WHEREAS, the City of Portsmouth has benefited in many ways f~om the fine service <br />of this public servant, who is highly respected by all those of his profession and whose <br />opinion, on many matters of great importance, is widely souEht, <br /> NOW, THEREFORE, Be it Resolved by the Council of the City of Portsmouth, Virginia, <br /> that, in meeting assembled this t~ day of ~ , 1957, we express to Mt.Barclay, <br /> our heartfelt thanks for his devoted service to his city and extend sincere congratulations <br /> <br /> <br />
