At a regular meeting of the City Council, held on Decemher 17th, 1957, there were present~ <br /> <br />A.C. Bartlett, B. W. Raker, W~E. Hinton, Frank L. Kirby, John E. Scott, <br />R. Irvine Smith, H. Earl Weiseman, I.G.~Vass,City M~nager, and R.C~Barclay, <br />City Attorney. <br /> <br />The meeting was opened with prayer by Rabbi David A~zt. <br /> <br />Minutes of ihe previous meeting were read and approved, <br /> <br />57-441 - The following committee report.was received: <br /> <br /> Mt. Smith, reporting for the committee appointed to meet w~th other localities for forma- <br />tion o£ a South. Shore Tidewater Regional Ptannin$ Commissions stated.that-a meeting had been held and that the <br />next meeting would be held on January 9th, 1958, at which time reconnnendatiens would be adopted, to be submitted <br />to the localities for their approval. <br /> <br />On motion filed, <br /> <br />The following reports from the City Manager were read: <br /> <br /> 57-442 - "I am reporting that I personally inspected the drainage conditic~ in the 3800 <br />block of Columbia St. I found that the side dit~h~had been filled by a property owner adjacent to the complainant <br />and was causing water to stand in front of the complainant's property. I have instructed the Director of Public <br />Works to properly ~pen the ditch and fill with cr~shed stone any depressed or low place where water would be <br />likely to stand. The condition ~ound in,this block was~similar fo many others throughout the City after a three <br />inch rainfall which occurred just previous to my inspection trip." <br /> <br />On motion filed. <br /> <br /> 57-443 - "This is a matter that in my opinion should receive serious consideration am <br />this time. While I am not requesting Council to take definite action concerning the matter, I would like for <br />Council to express their views withreference ~o.appls~g for £u~ds for preliminary planning and to inform me <br />what projects the Council would be interested in a~e~ing if £unds are available." <br /> <br /> This was referred ~o the City Manager to proceed with the ~irst stage of this program. <br /> <br /> 57-444 - "The copy of. the letter you have before you~from H.C. Ho£heimer is for your in- <br />formation only. The appropriation for an advance of funds for theTidewater Historical Drama Association was <br />approved a~ a former Council meeting.~ <br /> <br /> On motion filed. <br /> <br />57-445 - The CiSy Manager presented the following ordinance: <br /> <br />"AN ORDINANCE TO AMEND AND RE-ORDAIN SECTION 14 OF CHAPTER II OF THE LICENSE <br />TAX ORDINANCE ~ THE CITY OF PORTSMOUTH, RELATING TO LICENSE FEES FOR ITINE.RANT <br />VENDORS AND BANKRUPTCY, CLOSING OUT OH FIRE SAL~S" <br /> <br />Motion of Mr. Smith to place said.ordinance on first reading, was adopted. <br /> <br />57-446~ - The City Manager presented th~ following ordinance: <br /> <br />"AN ORDINANCE TOAMEND AND HE-ORDAIN SECTION ~?-7 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, 1951, HELATING TO AUCTIONS AND AUCTIONEERS" <br /> <br />Motion of Mr~ Weiseman to place said ordinance on first reading, was adopted. <br /> <br />57r447 The City Manager presented the following ordinance: <br /> <br />"AN 0PJ)INANCE TO AMEND THE CODE OF ~E CITY OF PORTSMOUTH, 1951, BY ADDING <br />THERETO A NEW SECTION TO BE KNOWN AS SECTION 8-78, RELATING TO SALES.ADVERTISED <br />AS BANKRIr~TCY, CLOSING Ob~r OR FIRE SALES" <br /> <br />Motion of Mr. Scott to place said ordinance on first reading, was adopted. <br /> <br /> Motion of Mr. Baker that copies of these ordinances be sent to the Board of Directors <br />of the Retail Merchants Association and the Chamber of Commerce for their review and comments, was adopted. <br /> <br /> 57-448 - The City Manager presented the following three letters from the Chamber of <br />Commerce: <br /> "Action by City Council. in connection with the removal of grass plots on High Street, was <br />so well received last night at s meeting of the Board of Directors of the Chamher of Commerce, that a unanimous <br />motion was passed to thank the City for its energetic efforts on this project. For years, the Chamber's Highway and <br />Roads Committee has maintained that changed traffic conditions have necessitated a wider roadway where the grass <br />plots are located. This forward action on part of City Council certainly deserves commendation on p~rt of all of <br />our citizens and the Chamber takes this way of thanking Our Councilmen for their action in this mat~er." <br /> <br /> ~Expressions of optimism have been received in connection with the advertising which the <br />City has so graciously seen fit to place in the Wall St. Journal on behalf of the City of Portsmouth. T~is atti- <br />tude was expressed last Thursday evening at a well attended meeting of the Boar d of Directors of the Chamber of <br />Commerce, when they authorized a communication be sen~ to City Council congratulating no~ only Council but the <br />Mayor and City Manager, for their support in behalf of the Industrial Commission in this very worthy work. <br />As one oi our prominent members said, 'Our Councilmen are now taking the lead in many <br />worIhwhile~ projects, we are taking our stand with the outstanding communities in Virginia and on the East Coast." <br /> <br /> <br />
