February tlth, 1958. <br /> <br />At a regular n~eting of the City Council, held on February llth, 1958, there were <br /> <br />A.C. Bartlett, B.W. Baker, W.E. Hinton, Frank L. Kirby, John E. Scott. <br />H.Earl Weiseman, I.G. Vass, City Manager, and J.S. Livesay, City Attorney. <br /> <br />The meeting was opened with prayer by Monsignor Govaert. <br /> <br />Minutes of previous meeting were read and approved· <br /> <br />58-41 - . The following report from the Transportation Committee was read: <br /> <br />"After hav%ng studied the transportation problem that was presented to us by <br />you and the Portsmouth Transit Cempany through committee study, a public <br />hearing, and conferences with officials of the Portsmouth Transit Company, <br />we wish To make.the following recommendatioD, s: <br /> <br />1. That the re-routings asked by the Transit Company in their communi- <br /> cation to the Council dated Dg~cember 10, 195~ be allowed. <br />2. That complete abandonment of service after 9:20 P.M. as requested in <br /> the same communication not be allowed but that the Transit Company <br /> he required to furnish at least ho~rly service after that hour from <br /> downtewn2until 12:30 A.M. to all parts of the City, on consolidated <br /> routes if necessary. <br />3. That Council instruct the proper enforcement officers to enforce or- <br /> dinances now on the books ~or regulating the movement of 'private <br /> haulerS' within the city, and further that the Transit Compzny shall <br /> co-operate in this matter by furnishiD~ to the proper city officials <br /> data concerning violaters of such ordinances. <br />4. That the Transit Company be enjoined to operate, through its operators <br /> and supervisor~ personnel, their buses in such a way that the riding <br /> public may depend upon the published schedules and may expect efficient <br /> <br />5. That the Transit Company be requested t8 make a continuing check on <br /> <br /> of the presently allowed changes afte~ a three months period. <br />6. That the Transit Company be requested t6 make a study of the possibility <br /> <br />Mr. Kirby made a motion to adopt the recommendation of the Transportation Committee. <br /> <br />Council, was adopted. <br /> <br />Motion of Mr. Hinton to amend the motio~ to refer 'Item 3 re a conference of the <br />Mr. Kirby's motion, as amended, was adopted. <br /> <br />The following reports from the City Manager were read: <br /> <br /> 58-42 - "I submit the attached report on Off Street Parking Lots, which is a state- <br />menz of the cost of the lots completed and indicates that the total cost was $299,638.45, leaving a balance of <br />$361.55 in the Bond Accounf. This ."report is for your informati6n." <br /> <br />On motion fi~ed. ~ <br /> <br /> 58-43 - "I submit the attahhed letter from A.E. Parker, City Collector, which is a <br />progress report on the Yequest of the West Side Civic League to pay ~ater bills at places other than the City <br />Collector's office," <br /> "Your letter regarding collection of water and sewage bills at various banks and busi- <br />ness houses, received at 2 P.M. today, it also asked that I give you ~eport not later than Thursday, February 6. <br />This did no~ leave me any time to investigate other utilities in the area. <br /> I am not in favor of this plan and think it hks serious disadvantages..-I do not be- <br />lieve any outside agency can be given~the right to give receipts for City funds. If any agency could be given <br />this righ%, of course we would have to pay them a fee, which I doubt can be legally done." <br /> <br />On motion filed. <br /> <br /> 58-44 - "It is in order To take from the table the Manager's recommendation for the <br />improvement of King Street near Godwin Street. This work is to be done as soon as the weather will permit.'' <br /> <br /> Motion of Mr. Weiseman to concur in the recommendation of the City Manager, was adopre <br />and by the following vote: <br /> <br /> Ay s. Bartlett, Hinton, Kirby~ Scott, Weiseman <br /> Nays: Baker <br /> <br /> 58-45 - "I recommend tha~ the proper city officials be authorized and directed to <br />execute agreement with the Engineering and Architectural firms of Williams Coile and Blanchard for the incinerato~." <br /> <br /> Motion of lit.' Hinton that the proper city officials be authorized 5o sign the agree- <br />ment, was adopted. <br /> 58-46 - "For your information, I submit the attached letter from the General Set - <br />vices Administration News pertaining to the Federal building for PortsmouthL" <br /> <br />On motion filed. <br /> <br />B8a47 - "I submit the attached report on th~lighting condition a~ Alexander's Corner <br /> <br />On motion filed. <br /> <br /> <br />
