<br />.At a regular meeting of the City Council, h~ld on February 25th, 1958, there were

<br />The meeting was opened with prayer by Monsignor Govaert.
<br />
<br />Minutes of previous meeting were read and approved.
<br />
<br />Motion of Mr. Smith To suspend the rules to allow presentation of a resolution, was
<br />
<br /> 58-55 - Joseph p. Donlan of the Citizens Protective League,presented the following
<br />resolution:
<br /> "The Officers and Executive Committee of the Citizens Protective League were directed
<br />by some la00 citizens in attendance at a public mass meeting held at ~:00 P.M., on Thursday, February 20th,1958,
<br />at the Woodrow Wilson High School auditorium in Portsmouth, Virginia, for the purpose of discussing the recent
<br />re-assessment of real estate for ~axation, and related matters in the administration of the City GovernmenT, to
<br />present to you a Resolution unanimously adopted at th~ meeting, and reading as follows:
<br />
<br /> BE IT RESOLVED, that it is the opinion of this assembly of citizens that the best
<br />interests of the City of Portsmouth, Virginia, and its citizens would be served by the following actions:
<br />
<br /> 1. By declaring the assessments of real estate recently announced by the
<br /> City Assessor null and void and that the assessments of real estate
<br /> for taxation by the City should be the same amount as shown by the
<br /> land hooks for the year 1957 plus normal secretions.
<br />
<br />That the City Council immediately declare the position of City Manager
<br />vacant and~to fill this position by the selection of a new manager,
<br />preferably from among the citizens of this City.
<br />
<br />The abandonment of the Merrimac Park Project as presently proposed;
<br />and the immediate dissolution of the Committee appointed by the
<br />Council To develop this project; and tha~ no further funds of the
<br />City be expended in connection with this proj~ect.
<br />
<br />The City Council to prepar~ ~ schedule of necessary projects required
<br />to rehabilitate the presently-owned public properties and facilities,
<br />and also a schedule of new improvements required in the public service,
<br />such as', but not limited tp,, (a) a new city office building and court
<br />house; (D) a public library; (c) a new incinerator; (d) public
<br />rest rooms in the downtown shopping area; improved drainage, and such other
<br />public works projects deem~ necessary and desirable. T~se schedules
<br />should list the projects in order of priority and show estimated costs.
<br />
<br />That the position (or office) of {ssessor be abolished; and that the method
<br />of assessing real estate for taxation be that which was in effect prior to
<br />the adoption by the City Council of an ordinance entitled 'An Ordinance to
<br />Amend Chapter 8 of the Code of th& City of Portsmouth, 1951, by Adding
<br />Thereto Article VIII, Sections 8-78, 8-79, 8-80, 8-81, 8-82, 8-83,8-84,
<br />8-85,8-85, 8-87, 8-88, 8-89, and 8-90. Relating to assessment of real es-
<br />tate, providing for. an annhak assessment of real estate, the appointment
<br />of a single assessor, his duties, etc., and becoming effective os February
<br />1st, 1957.
<br />
<br /> Now, Therefore, the City Council is requested To take affirmative action in these
<br />matters without undue delay, and in any event by March 15th, 1958~.
<br />

<br />The following reports from the City Manager were read:
<br />
<br /> 58-56 - "I am submitting a report on the need for additional street lights at Alexan-
<br />der's Corner. Due to the ~act that plans are not available for the proposed new construction on Route 58 from
<br />the Corporate limits to High St., t am submitting a sketch of the area as it now exists indicating the lights
<br />that are now in place and also ~hose that are proposed to be installed to improve the lighting condition in this
<br />area and recommend that sufficient additional lights be installed to remedy the condition pending the final
<br />construction of the highway."
<br />
<br /> Mo%ion of Mr. Kirby to concur in the recommendation~ of the City Manager was adopted.
<br />
<br /> 58-57 - "I am reporting that the City's bid in the sum of $3,150.00 for lots fronting
<br />on North Street adjacent to Police Hendquarters was accepted an~ I recommend,that the sum of $3,150 be placed
<br />on first reading for the purpose of paying the cost of purchasing this property."
