September 9, 1997 <br /> <br />Financial Impact: <br /> <br />Lease will generate $130,000 per year in year one in rental fees, increasing <br />by $15,000 per year with a cap of $242,900 in year ten. Lease rentS would <br />then increase by 5% a year for an additional ten years. <br /> <br />· Portsmouth would receive revenues between 17-20% of receiptS generated <br /> by the courS'e; <br /> <br />· Capital Improvements up to $1,500,000 would be performed by Suffolk over <br /> the life of the lease. Terms to be agreed by both parties. <br /> <br />· All funds generated by this agreement will be revenue to the GOlf Enterprise <br /> Fund. <br /> <br /> Motion by Mr. Griffin and seconded by Mr. PittS, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING A CONTRACT WITH THE CITY OF <br />SUFFOLK FOR OPERATION AND MANAGEMENT OF THE SUFFOLK GOLF <br />COURSE. <br /> <br /> BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the <br />City Manager is authorized to execute on behalf of the City and to deliver to the <br />City of Suffolk a lease providing for the operation and management of the <br />Suffolk Golf Course. The lease shall be substantially in the form of the lease, <br />which is attached hereto." <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None. ...... <br /> <br />97 - 255 - Adoption of a motion transferring $128,047 from the GrantS <br /> Contingency Account for fire protection services. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to transfer $128,047 from the Grants Contingency <br /> Account for fire protection services. <br /> <br />Purpose and Need: <br /> <br />· The City of Portsmouth has received the 1996 Fire Program Funds <br /> allocation. <br /> <br />· Those funds will be used for firefighter safety by updating protective <br /> clothing, breathing apparatus, firefighting equipment and training. <br /> <br />Financial Impact: <br /> <br />· Virginia State Department of Fire Programs - $128,047. <br /> <br />· No local match is required. <br /> <br /> Motion bY Mr. Robinett, and seconded by Mr. Martin, to transfer $128,047 <br />from the Grants Contingency Account for fire protection services, and was <br />adopted by the following vote: <br /> <br />Ayes: Benn, Clemons, Griffin, Martin, Pitts, Robinett, Holley <br />Nays: None <br /> <br />97-256 - Mr. Clemons offered the following nominations for the following <br /> Boards and Commissions: <br /> <br />Wetlands Board <br /> <br />Michael McCay to be appointed to fill an unexpired term ending May 31, 1999, <br />replacing Jay I.
