58-148 - The following letter from M.A. Owens, City Sergeant, was read: <br /> <br /> "i am requesting that Percy Lee Host, a retired member of the Portsmouth Fire Depart- <br />ment, be allowed to accept employment in this o~fice as a part-time employee. This position has already been ap- <br />proved by the City of Por%smouth and the CompensatiOn Board for the Stat~ of Virginia. The employment of Mr.Host <br />by this office is contingent upon approval of the City Council since he is retired from the City of Portsmouth. <br /> Trusting thi~ ~equest meets with your approval, I am - (Signed) M A Owens." <br /> <br />was adopted. <br /> <br />Motion of Mr. Weiseman to refer to the City Attorney for report at next Council meetingI <br /> <br />58-144 - The ~ollowing petition was presented: <br /> <br /> "we, the undersigned qualified electors of this City respectfully petition your honor- <br />able body %o cause to be submitted to a vet~ the following question: <br /> Shodld the ordinan6e designate~ as Chapter'8, Article VIII, Sections 8-78, 8-79, 8-80, <br />8-81, 8-82, 8-83, 8-84, 8-85, 8-86, 8-87, 8-88, 8-89 and 8-90 of ~he Code of the City of Portsmouth, 1951, Relat- <br />ing to Assessment of Real Esta%e, P}oviding for~an Annual Assessment of Real Estate. The Appointment of a Single <br />Assessor, His Duties, etc., be repealed. <br /> <br />PETITIONERS' REASONS FOR THE SAID P~EPEAL ARE: <br /> <br /> Said ordinance has resulted in unreasonable and excessive real property assessments, <br />discouraging industries from locating here~ and causing i~dustries re leave. <br /> <br />Signed by numerous persons." <br /> <br />"State of Virginia <br /> City of Portsmouth to-wit: <br /> <br /> This day personally appeared before me, C.B. Abraham, a Notary Public in and for the <br />State and City aforesaid whose address is , and who, having been <br />first duly sworn, deposed and said as follows: That he knows the electors whose names are signed above; that <br />said electors signed the said petition in is presence; that the said signatures are their genuine signatures and <br />were affixed to said sheet within the period beginning April g2, 1958, and ending April ~2, 1958;_that the page <br />to which their said signatures are affixed is a part of the above Petition addressed to the City Council of Po~ts- <br />mouth, Virginia. <br /> Given under my hand at Portsmouth, this E2nd day of April, 1958. <br /> <br />My commission expires 1-/23/59. <br /> <br />Notary Public." <br /> <br /> Motion of Mr. Kirby to refer to the City ~ttorney and City <br />sufficiency of the petition and legal requirements of the City Council, was adopted. <br /> <br />On motion adjourned. <br /> <br />Clerk to ascertain the <br /> <br />President. <br /> <br /> <br />
