210 <br /> September 23, 1997 <br /> <br /> At a Regular Meeting of the City Council held on Tuesday, <br />September 23, 1997, there were present: <br /> <br /> Mayor James W. Holley Ill, Bernard D. Griffin, Sr., James T. Martin, P. <br />Ward Robinett, Jr., J. Thomas Benn III, Deputy City Manager C. W. McCoy, <br />City Attorney G. Timothy Oksman. <br /> <br /> Councilman Benn opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Holley called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Griffin, to approve the <br />minutes of a Called Meeting on SePtember 23, 1997; a Regular Meeting on <br />September 23, 1997; and was adopted by unanimous vote. <br /> <br />97-263 - Presentations: <br /> <br />· Proclamation presented to Battinto Batts for "Battinto Batts <br /> Day." <br /> <br />· Proclamation presented to Yvetta Grief for "Let's Talk Month." <br /> <br />· prOClamation presented to Diane CaPlan for "StoP America's <br /> Violence Everywhere Today." <br /> <br />Proclamation presented to Dr. Richard Trumble for "America <br />GOes Back to School: A Place for Families and the Community <br />Month." <br /> <br />· Proclamation presented to the Arabia Temple #12 for the <br /> "AnnUal Fish Bowl Classic." <br /> <br />- PUBLIC HEARING - <br /> <br />97-264 - Public Hearing on a rezoning: <br /> <br />(a) Z-97-12 - PRENTIS PARK AND BRIGHTON NEIGHBORHOOD - James <br /> Mosely, Jr., requests a rezoning from Commercial C-2 and <br /> Residential RS-75 to Commercial C-2-K to operate an auto <br /> repair facility at 1428 PortsmOuth Boulevard. (PLANNING <br /> COMMISSION RECOMMENDED DENIAL) <br /> <br />1. Steve Lieberman, 3333 B. Station House Road, provided information <br /> pertaining to the application. <br /> <br />2. James Mosely, III, 1428 Portsmouth Boulevard, provided information <br /> pertaining to the application. <br /> <br />3. E.G. "Tip" Corprew, 1504 Portsmoath Boulevard, opposed the <br /> rezoning. <br /> <br />4. Walter J. Carter, Sr., 1401 Watts Avenue, opposed the rezoning. <br /> <br />5. Thelma J. Carter, 1401 Watts Avenue, opposed the rezoning. <br /> <br /> Motion by Mr. Benn, and seconded by Mr. Robinett, to defer <br />consideration of Z-97-12 to the October 14, 1997, Council Meeting, and was <br />adopted by a vote of 3-1 (Griffin). Mr. Martin abstained as his firm <br />represents Mr. Mosely. <br /> <br /> <br />
