<br />8-88, 8-89 AND 8~90, OF THE CODE OF THE CITY OF PORTSMOUTH, 1951, RELATING TO ASSESSMENT
<br />OF REAL ESTATE, PROVIDING FOR AN ANNUAL ASSESSMENT OF REAL ESTATE, THE APPOINTMENT OF A
<br />~INGLE ASSESSOR, HIS DUTIES, ETC."

<br />58-198 - The following letter from the Superintendent of Schoolswas read:

<br />Motion of Mr. Hinton to go into the election of members of the School Board, was

<br />adopSed.

<br />Mr..Kirby nominated ~irs. W.B. Spong from ~he First District.
<br />
<br />Mr. Minton nominated B.M. Mutchins from the Second District.
<br />
<br />Mr. Weiseman nominated Marry M. Harcum from the Third District.
<br />
<br />Motion of Mr, Kirby that the nominations be closed was adopted.
<br />
<br />Motion of Mr. Smith that the nominees be declared elected, was adopted.

<br />58-199 - The following letter from M~s C.C. Wright was read:
<br />
<br /> "Please accept my resignation as a member of;thePortsmouth School Board, effective
<br />July l, 1958. I will be absent from the City for several months and think it only fair to make this decision;
<br /> IJ~Dpreci~te the ~6nfidence the past and present Cohncil has had in me for a period
<br />of fourteen years, and considered it quite an honor to have been affiliated with the Portsmouth School System.
<br />
<br />Motion of Mr. Scott that Mrs. Wright's resignation be accepted, with regrets, was
<br />
<br />adopted.
<br />
<br />Motion of Mr. Baker ~b go~.into an election ~o~fill the unexpired term of Mrs.Wright,
<br />
<br />was adopted.
<br />
<br />Mr. Baker nominated the Rev. E.F. Chauncey
<br />
<br />Mr. Weiseman niminated Mr. Theodore Schneider.
<br />
<br />Motion of Mr. Hinton that nominations be closed, was adopted.

<br />Vote being taken, Mr. Schneider was elected and by the .following vote:

<br />The £ollowing letter from Archie T. Hudgins was read:
<br />
<br /> "It is with deepest regrets that I have ~o ~ender my resignation as a member of the
<br />School Board of Portsmouth, Virgi~ia, effective June S0, 1958, The pressure of my business has necessitated
<br />my absence from too many important meetings and functions of the School Board, which has limited my value as a
<br />member.
<br /> It has been a pleasure and ~ privilege to serve with such an efficient and dedicate~
<br />body and I shall miss the very pleasant relations known during my short ~enure of office.
<br /> If at any time I can be of any service in my limited way, I shall be more than glad
<br />
<br /> Motion of Mr. Smith that the resignation he accepted, with regrets, was adopted.
<br />
<br /> Motion of Mr. Hinton no lay on the table the election of a member to the School Board
<br />to £ill the vacancy due ~o the resignation of Mr. Hudgins, was adopted.

<br />58-200 - The following letter from Ronmey Associates was read:
<br />
<br /> "I thought the inclosed clipping of the New York Times would be of interest to the
<br />City of Portsmouth. It shows quite conclusively that the minute the City dropped its parking rates, the people
<br />began using the parking lots. Conversation with the city officials there reveals that the increase in business
<br />downtown since the reduction has been even more striking. In view of the above, maybe this would be the way to
<br />rehabilitate downtown Portsmeuth robbing the property values up to the market appraisals now being used for
<br />tax purposes. Signed Bernard Aronson, President.

<br />Motion of Mr. Binton that this be received for information, was adopted.
<br />
<br />58-201 - The following letter from the Commissioner of Revenue was read:
<br />
<br /> "Please be advised that Percell O Newby through error has paid taxes which were as-
<br />sessed to another person by the same name for the years of 1956 and 1957. He is not liable for any taxes in the
<br />City of Portsmouth because he is in the service and did not come here uhtil the summer of 1957.
