September 2nd, 1958. <br /> <br /> Section 9. After the Council shall have finally rejected an ordinance or resolution, <br />another of substantially the same import shall not be placed on the docket by the Clerk or entertaine4 by the <br />Council, unless two-thirds of the members elected petition for same, before the expiration of three months,after <br />which time such rejection shall have no effect thereon. <br /> Section lO. The Presiden~ ~haI1 preserv~ ~rder and d~cide ali questions of order, but <br />any member may appeal to the Council from the decision of'the President on any question of order. <br /> Section ll. No membe~ shall speak more than twice on the same subject, or longer than <br />fifteen minutes ar one time, without leave o~ the Council. <br /> Section 12. No proposition to relinquish any claim due the City or to alter or repeal <br /> any ordinance or rule of the Council, or to enact any new ordinance, or to establis~ any new rule, shall be acted <br /> on at the same meeting at which it is made. No such proposition shall be made 'or d~cided at any other Than a reg-. <br /> ular meeting, unless a special or adjourned meeting be appointed for that purpose. <br /> Section 13. No rule of the ~Council shall be suspended without the concurrence of Two- <br /> thirds of its members elected. <br /> Section 14. No ordinance or resolution appropriating money exceeding the sum of One <br /> Hundred Dollars shall be passe~ except by a recorded a~rmative vote of a majority of all the members elected to <br /> the Council, nor shall any ordinance or resolution appropriating money exceeding the sun of One Thousand Dollars, <br /> imposing taxes or authorizing the borrowing of money, be passed on the day of its introduction; nor shall any <br /> such ordinance or resolution be valid unless a{ least three days in{e~vene between £t~ introduction and passage <br /> and provided further shat no ~pecial appropriation not provided for in the annual budget shall be passed excepz <br /> by a vote of 2/3 o~ the members elected ~o the City Council. <br /> Section 15. When a member rises to spe~k, he shall respectfully address "Mr. President" <br /> standing in his place and facing the President, he shall confine himsel~ strictly to the question before the <br /> Council, and when he has finished he shall sit down. <br /> When ~wo or more members rise at the same time, the President shall name t~ <br /> person to speak, but in all cases, the member who shall first rise and add'ess the Chair shall speak first. <br /> Section 16. After a member has been ente{ed On the minutes as present at any meeting, <br /> he shall not, without leave of the body, absent himself from such meeting for s longer period than ten minutes, <br /> ~ntil adjournment. <br /> Section 17. At the reques~ of any member present, the ayes and nays on any question <br /> shall be recorded. <br /> <br />Sergean~ at Arms. <br /> <br /> Section 18. The Chief of Police shall act as Sergeant -at-Arms; he shall attend upon <br />the Council durin~ its sittings and shall execute its commands, together with such process issued by their au - <br />thority, as shall be directed to him by the Pre,dent of the Council have charge of the Council Chamber and shall <br />preven~ any interruption of 'the business of the Council by disbrder within or without. <br /> Sectionlg. There shall be no standing Committees of the City Council, but the Council <br />may meet mn a committee of the Whole whenever it is deemed desirable so to do, and the president may from time <br />t~ time appoint such Special ~Committees as thought necessary: to whom may be ~eferred ~uch matters as may be pro- <br />per, which shall c~n~ider the same and ~eport their findings hack to the Cf{y ~ouncil. <br /> The Committee of the Whole shall require ~majority of the members t o con - <br />stitute a quorum. <br /> <br /> SeCtion 20. All requests to address the council may 'be suspended by a vote of two-thirds <br />of the members elected to the Council. The rules of parl~a~ntary practice ~mpr~sed ~n Ro~be~te Ru~e~ <br />shall govern the Council in all cases ~0 which they are applicable <br />rules of the Council." <br /> <br /> 58-269- Motion of ~r. Seward to go into the election of a City Manager was adopted. <br /> <br />Mr. Seward nominated A.P. Johnson,Jr., as City Manager. <br /> <br /> Vote being taken, Mr. Johnson was auanimously elected City Manager. <br />58-270- Motion of Mr. Walker to go into the election of a Cit~ Clerk was adopted. <br /> <br />Mr. Walker nominated Miss Caroline Gott. <br /> <br /> Vote being taken, Miss Gott was unanimously elected City Clerk. <br />58-271- Motion of Mr. Weiseman to go into the election o£ a City Auditor was adopted. <br /> <br /> Mr. Walker nominated Richard D. Ottavio. <br /> <br />Motion of Mr. Weiseman that nominations be closed, was adopted. <br /> <br /> Vote being taken, 'Mr. Ottavio was unanimously elected. <br /> 58-27g- On mo~iOn of Mr. Breedlove, the res~gnation.o~ the City Attorney was taken from the tabl~ <br />and referred to a con£ere'nce of the Council to be held prior to the last meeting of the Council in September. <br /> <br /> <br />
