At the organizational meeting of the City Council, held on September 2nd, 1958, there were <br /> <br />B.W. Baker, A.C. Bartlett, W.R. B~eedlove, R.B. <br />George R. Walker, H.E. Weiseman, A.P. Johnson, <br />and J.S. Livesay,City Attorney. <br /> <br /> Seward, R. Irvine Smith, <br />Jr., acting City ManaEer, <br /> <br /> The meeting was opened with prayer by Mr. Weiseman. <br /> The following call for the meeting was read: <br /> <br /> "Please attend a called meeting of the City Council, <br />September 2nd, 1958, at 4:30 P.M., to consider the following: <br /> <br />in the Council Chamber, on Tuesday, <br /> <br /> Re-organization of the City Council. <br />2. Election of a City Manager. <br />3. Election of a City Auditor. <br />4. Election of a City Clerk. <br />5. Remove from the table the resignation of the City Attorney." <br /> <br />The Clerk presented the oaths of office of the following: <br />W.R. Breedlove, R.B. Seward and George R. Walker <br /> <br />'Cadopted. <br /> <br />On motion of Mr. Baker, Mr. Weiseman was unanimously elected temporary Chairman. <br />58-266 - Motion of Mr. Bartlett to go into the election of a Mayor for two years,was <br />Mr. Breedlove nominated Barna~ms~.Baker. <br /> <br />Motion @~ Mr. Smith that nominations be closed, was adopted. <br /> <br />Vote being taken, Mr. Baker was unanimously elected Mayor, for a period of two years. <br />58-267 - Motion of Mr. Walker to go into the election of a Vice Pmesident,was ad~pted. <br />Mr. Walker nominated W.R. Breedlove. <br /> <br />Motion of Mr. Weiseman that nominations be closed was adopted. <br /> <br /> Vote being taken, Mr.Breedlove was unanimously elected Vice Mayor for two years. <br /> <br /> -~' 58-268 - The Clerk presented the "Rules for Government of the Council" for consideration. <br /> On motion of Mr. Wezseman, the following rules were adopted: <br /> <br /> "RULES FOR GOVERNMENT OF THE COUNCIL OF THE CITY OF PORTSMOUTH, VIRGINIA. <br /> <br /> Section 1.' There shall be regnlar meetings of the Council on the s~cond and fourth Tuesdays <br />· n each month at 7:30 o'clock P.M., and continue, in session not later than ll o'clock P.M. except by unanimous <br />consent of the members pTesent. ' <br /> <br /> The President or any three members of the Council may call a special meeting. <br /> All regular meetings will be opened with prayer. <br /> <br />Section 2. <br />Section 3. <br /> <br /> The City Clerk shall cause a notice i~ writing of all meetings of the Council, <br />to be delivered at least twenty-four hours prior to the time appointed for such meetings, to each member thereof; <br />except in an emergency by unanimous consent of the entire membership of the Council, a m~eting may be held with <br />less notice. <br /> Section 4. No business shall be transacted at s gpecial meeting which is not distinctly an¢ <br />specifically se~ forth in the notice of such meeting, except by consent of all members elected to the Council.. <br /> <br /> Section 5. If a quorum be not present at the time appointed for any meeting of the Council, <br />a majority of those present may immediately adjourn, but ne member i~ attendance shall retire before adjournment <br />without the consent of a majority of those present. <br /> <br />Section 6. The order of business at all regnlar meetings shall be as follows: <br /> <br /> First - Reading, correction and approval of minutes of previous meeting or meetings. <br /> Second - Report of Committees. <br /> Third - Unfinished Business (include under this head 'Reports of Officers'" <br /> Fourth - ~ew Business. But if the ~body directs any matter to be special business of any <br />future meetings, the same shall be announced by the President of such future meeting immediately after the pro - <br />ceedings are read, and shall have priority over all other business. <br /> <br /> Section 7. Every motion or proposition shall be ~educed to.Writing if desired by the Pres- <br />ident of the Council or by any member, and shall be delivered in writing~z~ the Clerk's table ~o be there rea~; <br />and the question shall be stated by the Chai~ before She same shall be debated. 'Any motion or proposition may b~ <br />withdrawn by the mover at any time before ~ decision, amendment, or other action of the body upon it, with leave <br />of his second. <br /> Section 8. When a question has been decided, it may be reconsidered on the motion of any <br />member who voted with the prevailing side. When a motion is mad~ to consider any action, it shall be finally dis- <br />posed of on the same day unless then formally postponed to a definite time, and if not so disposed of or post- <br />poned on the same day, the action which was the subject of the motio~ shall be fisal. <br /> <br /> <br />
