Railroad Company's passenger station at the northeast corner of King

<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of
<br />Portsmouth, Virginia, that R. E. Hawks, C. R. Lively, C.L. Reynolds
<br />and J. N. Howard be appointed viewers to view said streets and report
<br />to this Council in writing whether ~n their opinion, any, and if any,
<br />what inconvenience would result from discontinuing the aforementioned
<br />portions of King and County Sis."

<br />On motion of Mr. Breedlove, the resolution was adopted.

<br />The following letter from the Planning Commission was read:
<br />
<br /> "A request for closing portions of County and King Sis. was referred to the Planning
<br />Commission~by City Council. Action was taken by the Planning Commission~at a special meeting on September 25,
<br />1958, and recommendation is made to City Council that those portions of County and King Sts. east of Water St.
<br />be'closed."
<br /> Motion of Mr. Breedlove that this be received and filed, was adopted.

<br />On motion of Mr. Weiseman, the following ordinance was placed on first reading:

<br />'AN ORDINANCE TO CLOSE THOSE PORTIONS OF KING STP~ET AND COUNTY STI~EET
<br /> WHICH LIE E~_ST OF WATER STREET"

<br /> 58-302 - "I recommend that an appropriation in the amount of $1,500.00 be placed on first
<br />reading. This appropriation is necessary to ~ay r he Seaboard Air Line Railroad for the use of the parking lot
<br />adjacent to the Seaboard Building~ The Council approved the signing of this lease at s special meeting held on
<br />September 18th, 1958. This appropriation will be offset by a revenue of $1,800.00 to be-received from the
<br />Seaboard Air Line Railroad for the lease of quarters in lhe Seaboard Building to be used for their train station."

<br />On motion of Mr. Weiseman, an appropriation of $1~ 500.00 for said purpose was placed

<br />The following letter from Rev. E.K. Emurian was read:

<br /> "Wit~ regard to the newspaper notice to the effect that a new ordinance prohibiting
<br />parking of autos on the left side of the s~reets in our City had its first reading at your last meeting, permit
<br />me to present a layman's view of the problem, which, I trust, you will take into consideration before making the
<br />law final and binding.
<br /> I can see the necessity for ~uch a ~aw as it' applies to the business and industrial
<br />areas of our City, but to make it also binding in those residential~ communities where such has been the accepted
<br />practice for many years, until it has become customary or almost automatic, would work an undue hardship upon
<br />many of our citizens, of which I happen to be one. Many of our pe)ple are in the habit of driving down Prentis
<br />
<br />Ave., a one-way street, entering Randolph St. and parking on the
<br />especially since the right hand side of the street is not availab
<br />comes down Randolph St. regulariy. Again, many of our home owne
<br />dircuit around the block evening after evening in order to park i
<br />parking on their left safe~y for many years. If there were a ira
<br />different matter. May I ask that Fou consider making this ruling
