<br /> Further study is being made as to what the savings would be in combining these
<br />offices. The Charter provisions with respect to the office of the City Collector ia permissive. An amendment
<br />to the Charter would not be necessary though it may be desirable.
<br /> T~e auditors employed-by the City of Portsmouth have recommended the separation of
<br />the Water Department from the of£ice of the City Collector. It will take approximately six months to make thia
<br />change over and if this is to be done, it would affect the layout of the £irs~ floor of the Municipal Building.
<br /> I therefore recommend that I be authorized to separate the Water Department from
<br />the o£fice of the City Coliector."
